(Watson responding) b) Questions Concerning Current Agenda Items, Bob Terrell,City Manager 2) 1993 Estimate of Appraisal Property Values (I.R.7722) - Charles Boswell, Assistant City Manager 3) Proposed Policy on Employment of Aides to City Council Members-Wade Adkins, City Attorney 4) Legislative Update, Charles Boswell 5) City Council Requests for Future Agenda Items The Pre-Council Meeting is scheduled to end at 9:45 a.m. THE PURPOSE OF A PRE-COUNCIL MEETING HELD PRIOR TO A REGULAR CITY COUNCIL MEETING IS TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO INFORMALLY DISCUSS ITEMS ON THE AGENDA AND TO SECURE INFORMATION FROM THE CITY MANAGER AND THE STAFF.ALTHOUGH THE MEETING IS OPEN TO THE PUBLIC,CITIZENS ARE REQUESTED TO RESERVE COMMENTS AND QUESTIONS FOR THE SUBSEQUENT COUNCIL MEETING SO THEY WILL BE A PART OF THE PUBLIC RECORD. WORTH, TEX. NOTES FROM MAY 18, 1993 PRE-COUNCIL AND COUNCIL MEETING FOR MAY 19, 1993 CITY MANAGERS STAFF MEETING 1. a. M&C G-10154 Community Development Block Grant (CDBG) Year XIX. Explained by ACM Watson. Later passed by City Council. 2. 1993 Estimate of Appraisal Property Values (I.R. 7722) . Explained by ACM Boswell. Mr. Meadows asked about implications for FY 93-94 Budget. 3. Proposed Policy on Employment of Aides to City Council Members. Explained by Wade Adkins, City Attorney. 4. Legislative Update_ Mr. Boswell informed Council of the status of various bills. The bills discussed are as follows: a) Wastewater passed the House. b) Environmental Fee passed the House and Senate is uncertain. c) Alcohol Beverage Control waiting for Governor to sign. d) Court of Recod Appeal passed should be signed soon. e) Municipal Judge Marriages no activity. f) Collective Bargaining effects Houston only. g) 9-1-1 Funding for Poison Center passed Senate uncertain of House. h) Sales Tax/Property Tax Relief should pass. i) Sales Tax for Crime Control District Senate passage pending, should vote on 5/17/93 . j) Airplane Tax Sitrus is dead. k) M.U.S.C.L.E. bills still working. 1) D/FW zoning legislation was signed by Governor Mayor Granger asked Mr. Boswell to present an overview to Council of new legislation and how it affects Fort Worth. Mr. McCray had concerns about the Retirement System. Mr. Puente asked if there had been any bills related to drive-by-shootings. Mayor Granger asked about Policy Manuals for Council. COUNCIL MEETING IX. Special Presentations a) The General Manager of the T. b) Two fifth grade students from Tanglewood Elementary School' -were presented as a part of a mentoring program. X. Items to be Withdrawn from the Consent Agenda Mr. Terrell requested that M&C G-10157 and M&C G-10161 be withdrawn from the Consent Agenda and was later. They were later passed. w �3 XI. Items to be Withdrawn M&C 13838 Contract with All Saints Episcopal Hospital of Fort Worth was withdrawn. XVIII. Citizen Presentations 1. Pat Taylor, 1010 Lake Street #19 - Library Expansion - "The Last Cost Straw - Do Your Duty and Do it Now" . Mr. Taylor deferred to next week. 2. Ms. Jeanne Strickland - 2400 Cypress - Security at Presbyterian Night Shelter. Explained a need for more security at the shelter and would like for the Council to take steps to help. 3. Mr. Jon Nelson - 6236 Kenwick, City Government Planning. Mr. Nelson made a presentation about the importance of strategic planning and the responsibility of government to the people.
