Special Assessment District- Wade Adkins Wade provided an update on the Special Assessment District proposal. He indicated that the services to be provided by the contractor for assessment is being drawn. The Staff will return recommendations in approximately one month. Also of particular interest, he noted that the prime contractor will be able to subcontract on some projects. There will also be a clause indicating that the District will be funded through special collections. A Performance Bond still needs to be reviewed. Lastly, payments to the contractor will be made monthly. 2. COMMENTS AND REQUESTS BY COUNCIL Councilman Murrin requested that in the adoption of Ordinance on Second Reading Annexing 2,265.6 Acres in Rock Creek Addition, a special notice should be taken to the future need of a major corridor in this high density area. M&C C-9818- (Delayed 30 days) Mr. Jeff Watson,2813 E. Fourth, presented his plea for cancellation of the demolition. M&C G-6781- Hearing on Assessment Paving of Williams Road from Chapin Road to Highway 80 West. Concern centered around the issue of the assessment process. It was recommended that the process be reviewed again. 4. CITIZEN PRESENTATION Robert McCalister, 4012 Kings, presented Council with a petition and pictures of his deteriorating neighborhood. Mr. Harman indicated this will be followed up and appropriate measures will be taken. Rachel Gooch, from Friends of Support for Library, gave much support and appreciation to the budget for 1896-87. Jim Jack, protested 1) the Rental Registration Program and 2) Prop 1986-87. OFFICIAL RECORD C:-N Sb4PRETARb Pamela Dunlap, addressed the need of a Resolution on the issue of partheid. Other areas addressed; sanctions, divestitures and committment by hph'C Tffe TEX. Staff and Citizens of Ft. Worth. William Chapman, spoke primarily to the issue of divestitures. Indicated the Citv and Citizens have a right to know where retirement funds are actually invested. Anthony Lyons, spoke to the issues of a Resolution, and requested to meet with Mayor Bolen, Doug Harman and finally asked that a special committe be created to investigate and review this issue. Charles Brown, spoke primarily to the question of where City retirement funds are invested. He demanded that Councilmen Williams and Bagsby contact their constituients and find out where they stand.
