PRE-COUNCIL CHAMBER

ITEMS
1. Mr. Bill Munn, Assistant Director of the Tarrant County 9-1-1 Emergency
District spoke to Council about the 9-1-1 Budget and presented them with a brief
update on the status of the project. Mr. Munn stated that everything is going
according to schedule. Communication services will be turned on during the
month of August 1987 and there will not be a rate increase. Concerns now lie
with the physical installation of equipment. The largest ongoing project,
according to Mr. Munn, is the data base. Mr. Munn mentioned that in the month
of December, he will go out to the cities with the preliminary data base. He
also mentioned that during the month of August 1987, he will begin working on
the Public Education Project. The Public Education Project is a plan which is
aimed at alerting the public of 9-1-1. Tarrant County 9-1-1 has a staff which
consist of 4 full-time positions, 2 temporary full-time employees and 1 part-
time intern. The largest item of 9-1-1, according to Mr. Munn, is salaries.
Public Education areas of expenses lie with printing and advertising cost.
Within the Public Education area, according to Mr. Munn, there will be sponsored
competition in universities amongst students in Public Relation to use the 9-1-
1. The has a budget of $ 2.5 million in cut-off costs with the bulk of the
amount being based on the number of lines in Tarrant County. There are
approximately 40 sites for this assistance around Tarrant County.
Councilman Bagsby questioned the hiring process of the staff members and was
interested in knowing whether Affirmative Action Laws were considered during the
recruitment process.
Mr. Munn stated that Affirmative Action Laws were not considered. The
recruitment process was planned by two of the board members and with the
assistance of the County-
Mr. Harman stated that maybe Mr. Munn should consider getting some assistance
from Mr. Charlie Shapard, Personnel Director, in relations to the recruitment
process.
Councilman Williams posed the question as to whether or not the number of board
members could be increased from five so as to accommodate a minority member.
Mr. Bob Terrell, Assistant City Manager, replied by saying that the State law
structured the board and for any such changes to occur, it must be at r�+ R�poan
discretion of the State.

2. Mr. Charles Boswell, Director of the Office of Management Services spoke
briefly on the decisions that were made in regards to the budget. Mr. Boswell
presented Council with two options to look at when adopting the budget. One
option which would lower the tax rate and another which would maintain the tax
rate.
3. Mr. Ramon Guajardo, Assistant City Manager, spoke to Council about a Revised
Home Improvement Loan(HIL) and Emergency Grant Program(EGP) for low and moderate
income families. Mr. Guajardo stated that because of the decrease in CDBG funds
allocated from the Department of Housing and Urban Development, a plan should be
devised to require the repayment of the bulk of these funds to the City. Mr.
Guajardo mentioned that if the plan is implemented, the City would recapture
$900,000 from the amount of loans given out this year. Changes that were
mentioned included: 1) EGP - $500 or less under category 0 or 1 will require no
payments to be made and no lien will be filed; between $500 and $3000 a lien
will be filed with monthly payments being $10 and 2) HIL - under category 0, not
less than $10 monthly will have to be payed and a lien will be filed, under
category 1 , monthly payment would be $25 and under category 2, monthly
payments would be $65.
Councilman Lancaster question the impact such actions would have on the
administrative costs.
Mr. Guajardo stated that the program would not impact on administrative costs.
The largest expense, according to Mr. Guajardo would come from coupon book which
will be sold for $16 a book.
Councilman Bagsby voiced a concern for poverty level individuals having to repay
loans. Because of his concern, Mr. Bagsby requested that M&C C-9856 be delayed
for two weeks.
5. Mrs. Nancy Amos, Assistant Director of the Department of Transportation/
Public Works, informed Council of the awarding of the Transit System Management
Services Contract to McDonald Transit Firm. According to Mrs. Amos, the
contract was awarded for a bid of $184,800.
