1. Ms. Ruth Howard, City Secretary, explained to Council that because of
improper advertisement by her staff of the zoning hearing, the zoning hearing
which was scheduled for today was canceled. The hearing had been changed to
November 4, but because this is the election date, the hearing may be reschedule
for November 11. Council approved rescheduling of the zoning date for November
11. This hearing will last all day.
2. Mr. Uly Ford, Director of City Services, informed Council of the revisions
of Chapter 14, City Code, "Garbage." Mr. Ford stated that he had met with the
departments that would be affected by these revisions; they included the
Departments of Law, Water and Health. Mr. Ford mentioned that he had also
reviewed these revisions with the Fort Worth Clean City Commission. Included in
the revisons were the redefining of specific terms, especially those that relate
to hazardous waste; the disallowance of brush being put out near streets prior
to collection date; rewording of the statement which says that brush and bulky
waste service will be offered 'once per month' to 'up to one pickup per month; '
elimination of middle of the month prorations; and the continuance of garbage
fees as long as water service continues.
Councilman Williams voiced concern about debris being kept in the yards until
the pickup date.
Mr. Ford informed Councilman Williams of two alternatives that would be
available to avoid this situation. They are as follows: 1) a citizen may call
City Services to find out the date when services will be provided in their area
before gathering debris and/or 2) a citizen may ask for a special pickup day,
which is subject to an extra charge.
Councilman Garrison stated that he was opposed to the manner in which the
statement concerning brush and bulky waste pickup was reworded. He requested
that this language be changed.
Mr. Ford assured Councilman Garrison and the other Councilmen that this language
would be reworded.
3. City Manager, Doug Harman, briefly spoke to Council about the Office
Automation System for the City Manager. Mr. Harman informed Council t ata
