HomeMy WebLinkAboutOrdinance 11169ORDINANCE NO t--~--~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $20,000 00 FOR THE PURPOSE OF FUNDING A CONTRACT WITH INSTITUTE OF MANAGEMENT RESOURCES TO IMPLEMENT PHASE I OF THE POLICE DEPARTMENT'S ORGANIZATIONAL ANALYSIS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1991-92 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $20,000 00 for the purpose of funding a contract with Institute of Management Resources (I.M R.) to implement Phase I of the Police Department's organizational analysis in the total amount of $240,000 00 SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 10892 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Accept a generous donation from Union Pacific Resources Company (U.P.R.C.) in the amount of $120,000.00, and 2. Adopt the attached supplemental ordinance increasing estimated receipts and appropriations by $120,000.00 in the General Fund, Non-Departmental, from increased receipts, and 3. Adopt the attached supplemental appropriations ordinance increasing estimated receipts and appropriations by $20,000.00 in the Special Trust Fund from seized assets, and 4. Authorize the City Manager to execute a contract with the Institute of Management Resources (I.M.R.) to implement phase I of the Police Department organizational analysis in the amount of $240,000.00. DISCUSSION: Last year during its review of the Police Department's budget, the City Council requested that an organizational analysis of the Police Department be conducted. Mr. Jack Messman, President and CEO of U.P.R.C. contacted the City and offered U.P.R.C.'s assistance in this endeavor An organizational analysis of three major Police Department activities, DECOR, personnel utilization and vehicle utilization was conducted by I.M.R. at no cost to the City. A number of areas where operations could be made more efficient were identified and strategies for implementation have been developed. The DECOR unit has been selected as the logical first implementation phase. Implementation will take twelve weeks. I.M.R. estimates savings through increased productivity and future cost avoidance in the neighborhood of $500,000.00 to $600,000.00. The cost of this contract is $240,000.00. The City Council appropriated $100,000.00 in the current year budget which thanks to the assistance of U P.R.C. and I M R. remains unspent. U.P.R.C. has now offered to match the City dollar for dollar and is donating $120,000.00 for this project. The City Manager is proposing to add $20,000 00 from the Special Trust Funding to the existing $100,000.00 in Non-Departmental for the City's match. At the conclusion of this contract a decision will be made whether or not to proceed further.
