NOTES FROM APRIL 13 , 1993 PRE-COUNCIL AND COUNCIL MEETING
FOR
APRIL 14 , 1993 CITY MANAGER'S STAFF MEETING
PRE-COUNCIL MEETING
1. Responses to M&C's Continued from a Previous Week
Meadows: How much money do we owe before we fulfill our
obligation to Mr. Miller?
Groomer: We no longer have a contract or financial
obligation to Mr. Miller.
2. Discussion of Stock Show Project
Bob Watts: 1996 will be the 100th anniversary of the
Stockshow and we want to commemorate this occasion by
making a contribution to the City of Fort Worth of a
new facility. The Stockshow will pay for all
construction. We are asking the City to sell $4 million
in tax free bonds, which the Stockshow will repay
(offset by reducing rent by $100, 000 in 1996) . Also,
to meet the project completion deadline of 1996, we are
asking that the Harley Street realignment be included
in the bond issue tentatively scheduled for fall 1993 .
Meadows: What is the status of the Harley Street
Project?
Granger: Can we have Harley Street completed in time?
Puente: Why is this project so urgent? Doesn't the
Chamber of Commerce still owe the City money?
B. Terrell: The City's portion of the project should be
completed by 1994 so the Stockshow can begin
construction in 1995 and the entire project completed
by 1996, in time for the Centennial Celebration.
3 . Application Process for the Stockyards EDA Grant
Puente: Why can't some of this money be used for
neighborhood streets?
B. Terrell: The EDA grant was targeted at Historical
Districts and they are reluctant to widen the
boundaries because of the potential for diluting the
money. The intent wasn't to go into neighborhoods, but

it was aimed at economic development, infrastructure
improvements and long term job creation. The money has
been held up since 1986, and any further delays may
cause additional set backs and/or reduce the level of
funds approved. Originally the grant was for 100 $;
now, it is 80 % with a 20% match.
4 . Resolution Approving D/FW Regional Airport Joint
Revenue Refunding Bonds, Series 1993
Mary Rose Loney: Requesting Council's approval to
refund all outstanding 1977 Joint Revenue Refunding
Bonds, using new bond sale procedures. We will not
sell unless there is a minimum savings of $5 million
present value.
Meadows: What percentage does $5 million present value
represent?
Matson: Will the parameters change for each issue?
Granger: Ft. Worth is not favored in distribution of
fees.
McCray: Council asked for a list of African Americans
doing business at D/FW and we haven't received it yet.
I also agree that Ft. Worth is not getting our fair
share. If we add stipulations it might encourage more
representation in Ft. Worth.
Chappell: I would like to request periodic written
reports.
