AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE PARK
DEDICATON FEES FUND IN THE AMOUNT OF $200,000.00 FROM
AVAILABLE FUNDS, FOR THE PURPOSE OF PURCHASING PARKLAND FOR
THE LAKELAND PROPERTIES PROJECT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager, there shall also be increased appropriations in the Park Dedication Fees Fund
in the amount of$200,000.00 from available funds, for the purpose of purchasing parkland for the Lakeland
Properties Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Including Approximately $10,000.00 in lsi Costs, Provide for Project Management Costs in the
Amount of$5,000.00 for a Total Cost Dedicate Property as Parkland for the Fort Worth
Nature Center and Refuge and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Park Dedication Fees Fund in the amount of$200,000.00 from available funds;
. Approve the acquisition of the property located at 8601 Shelby Lane from icky Glenn Byers and
Rhonda Allene Byers for the Lakeland Properties roject in an amount up to $185,000.00 including
closing costs estimated at $10,000.00;
. Authorize the execution of the appropriate contracts and closing documents to complete the purchase;
and
4. Accept the property and dedicate the property as parkland upon acceptance.
DISCUSSION:
The Lakeland Addition is a small residential neighborhood surrounded by the Fort Worth Nature Center
and Refuge. There are currently riv l -o ne d properties within this neighborhood area.
Over the past several years, the City has been acquiring properties in Lakeland subdivision as they
have become available. As the i has acquired the properties, they have been integrated into the Fort
Worth Nature Center and Refuge as endorsed in the Nature Center Master Plan approved by City Council
on June 1 , 2003 (M&C -1399 ). The City has acquired 14 of the original total of 48 privately-owned
properties in the area to date.
Staff has recently identified another property in the Lakeland Addition that is for sale. This property is an
improved residential lot. Integration of this property is essential for the future development of the Fort
Worth Nature Center and Refuge. The property is further described as follows:

This property was appraised by an independent appraiser. to considers the cost to be fair and
reasonable and recommends the purchase of this property. This purchase will be the fifteenth acquisition
in the neighborhood.
In order to advance the Fort Worth Nature Center Master Plan, this purchase will be paid from Park
Dedication Fees interest funds with the intention that upon the leasing of the minerals contained within the
Fort Worth Nature Center property and distribute to the current Financial Management Policy,
the funds will be replenished to the Park Dedication Fees Fund. If mineral lease funds do not materialize,
the expense will remain in the Park Dedication Fees Fund.
The seller will sell the property as is and will retain all mineral rights, but will grant the City a surface
waiver.

The Lakeland Properties project was identified in the Park and Recreation Department's proposed five-
year capital plan (2015-2020) under the funding request for Nature Center in-holding property
acquisition. The Lakeland Addition is encircled by the Nature Center complex and the goal is to eventually
incorporate these properties into the Nature Center as directed by the Nature Center Master Plan. Due to
the unpredictable nature of these potential acquisitions, there is no way to foresee what future operating
impacts might be or when they would be incurred. The use of Park Dedication Fees funding is provided in
the interim until such time as an alternative funding source is identifi ed for future acquisitions.

The Financial Management Services Director certifi es that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Park Dedication Fees Fund.
