ORDINANCE ACCEPTING IMPROVEMENTS ON A PORTION OF ROSELAND STREET AND PORTIONS OF SUNDRY OTHER STREETS, AV6UES AND PUBLIC PLACES IN THE CITY OF FORT WORTH, TEXAS; DECLARING THE CONTRACT WITH GLADE CONSTRUCTION CON!-)ANY FOR THE CONSTRUCTION OF SAID IMPROVEMENTS FULLY COMPLETED AND PERFORMED; DIRECTING THE ISSUANCE, EXECUTION AND DELIVERY OF CERTIFICATES IN EVIDENCE OF SPECIAL ASSESSMENTS LEVIED AFTER GIVING EFFECT TO SUNDRY CREDITS HEREIN AUTHORIZED AND ALLOWED AGAINST SOME OF SAID ASSESSMENTS; DIRECTING THE CITY SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY COPYING THE CAPTION OF SAME IN THE MINUTE BOOK OF THE CITY COUNCIL OF FORT WORTH, TEXAS, AND BY FILING THE COMPLETE ORDINANCE IN APPRO- PRIATE ORDINANCE RECORDS OF SAID CITY; AND PROVIDING AN EFFECTIVE DATE, WHEREAS, the City of Fort Worth, Texas, has heretofore entered into a contract with GLADE CONSTRUCTION COMPANY for the making and construction of certain street improvements on the hereinafter described portions of streets, avenues and public places in said City, to-wit: 1. ROSELAND STREET: From Lancaster Street to Norma Street, known and designated as Unit No. 1, Project No. 097-28000-171. WHEREAS, by sundry proceedings heretofore passed by the City Council of the 47ity of Fort Worth, Texas, including Ordinance No. 5504 , a portion of the cost of said improvements was levied and assessed against the respective properties abutting on each of the above described portions of streets, avenues andpublic places and against the real and true owners thereof; and, WHEREAS, the City Council of tate City of Fort Worth, Texas, has, upon review, found and determined that, in some instances, in order to effect substantial justice and equality, it is desirable and necessary to grant and issue certain credits against some one or more of the assessments levied by Ordinance No, 5504 , and WHEREAS, the street improvements hereinabove mentioned have been completed upon each of the portions of streets, avenues and public places hereinabove described, and have been inspected and found to be in complete accordance with the contract therefor; NOW, THEREFORE, BE IT ORDAINED BY THE CITE COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: I. The improvements on each of the portions of streets, avenues and public places hereinabove described be, and they are hereby, accepted; and the contract with reference thereto be, and it is hereby, found and declared fully completed and performed. IIA The Mayor, be, and he is hereby, directed to issue and execute in the name of the City, certificates in evidence of the special assessments levied against abutting property and the owner thereof for such improvements, and the City Secretary is directed to attest same and impress thereon the corporate seal of the City, all in accordance with the proceedings relating to such improvements and assessments. The certificates shall be numbered, shall ,describe the property against which the assessment has been levied, shall, where known, .state the name or names of the'true owners of the respective parcels of pro- perty assessed and shal9, be issued in an amount equal to the difference between the principal amount of the assessment and the amounts of any credit issued thereon. The numbers of the certificates, with the property descriptions to be shown on'the respective certificates, together with the names of the owners of said property, the principal amount of the assessment, the respective credits, if any which are hereby authorized, granted and allowed against the prinicipal amount of some one or more of the assessments heretofore levied, and the principal amount for which each certificate is to be issued after giving effect to such credit, if any, are hereby enumerated and itemized as follows: ,alp When each of the certi£iactes has been duly executed as hereinabove provided, same shall be delivered to the Tax Assessor-Collector as part payment of the contract ;price. The City Secretary is hereby directed to engross and enroll this ordinance by copying the caption of same in the Minute Book of the City Council of Fort Worth, Texas, and by filing the complete ordinance in the appropriate Ordinance Records of said City. Project Description Name: 40 Oaks Addition Storm Drain Extension and Reconstructi3 r,�;f Roseland Street Contractor: Glade Construction Company Contract Awarded: January 3, 1966 (M&C C-630) Work Order Issued: March 22, 1966 Work Order Effective: March 30, 1966 Date of Final Inspection and Approval: July 14, 1966 Working Time Bid: 60 Working Days Working Time Used: 49 Working Days Project Cost and Financing Bid Price: $50,351.93 Final Contract Cost: $51,641.06 Partial Payments Previously Made: 4 Amount: $46,476.9.5 Final Payment Due: $5,164.11 Payment to be made from Project No. 09728000-171 Deviation of Project Cost from Bid Price: $1,289.13 over-run because of variations between quantities estimated in the contract specifi- cations and quantities measured and used at the job site. Compliance with Specifications During construction of the storm drain, tests made show that the materials used were in compliance with specifications. During testing on the Recon- struction of Roseland Street, 8 corings were made with the following re- sults: Exceeds Even With Under Specs But Below Paving Specs S ecs Within 'Tolerance Tolerance Surface 3 3 2 0 Base 8 0 0 0 On the entire project, the average thickness of the base course was 7.4 inches compared with 7.0 inches specified and the average thickness of the surface was 1.56 inches compared with 1.5 inches specified. Tests made during construction of sub-grade, base and pavement showed that materials used were in compliance with specifications.
