Recognition of Hugo Rev Esparza, firefighter and the introduction of District Chiefs for the Fort Worth Fire Department - Deputy Chief Robert Cassaday. Deputy Chief Cassaday introduced to Councilmembers, four new senior staff members to the Fire Department. The four new district chiefs were James D. Ray, Jim L. Tidwell, Burce Cox, and Robert R. Cocke, Jr. Mr. Hugo Rey Esparza was recognized for his outstanding work in the department and for having been selected as one of the 1986 Outstanding Young '_Ken of America. 2. InterCity agreement with Haltom City - Gary Santerre, Director of Transportation and Public Works. Mr. Santerre came before Council to discuss the overlapping of extraterritorial jurisdiction(ETJ) between the City of Fort Worth and the Citv of Haltom. Mr. Santerre told Council that Fort Worth's City limit is on the northside of the existing right-of-way widening of Beach Street. Mr. Santerre presented four alternatives to Council for resolving the overlapping jurisdictional problem: 1)leave the ETJ boundary at the present location; thus causing traffic, signs, and other maintenance problems, 2)move the ETJ boundary to the center line of Beach Street; thus causing emergency response problems, 3)move the ETJ boundary to the east right-of-way; staff's recommendation, or 4)move the ETJ boundary to the west right-of-way line. Councilman Williams asked whether additional cost would be incurred as a result of agreeing with staff recommendation. Mr. Santerre replied that no substantial cost would be incurred; however, there will be maintenance cost that the City would be responsible for. Councilman Garry Gilley questioned the exact location of Fort Worth's City limit in relations to the ETJ boundary near Beach Street. Mr. Santerre responded that he is certain that the City's limit is on the east side of Beach Street but to be accurate, he will review the information again. Councilman Steve Murrin asked who would be responsible for bearing the cost of any major repairs that would have to be made on the street. Haltom City staff member responded that only a major storm sewage is located under the street in Haltom's City limit and feels that no major repairs will be needed. However, should repairs be necessary, Haltom City will cover all cost for repairs. 3. Thirteen Year Community Development Block Grant Budget - Sandra Gonzales, Housing and Human Services Director. Ms. Gonzales presented Year 13 CDBG budget to City Councilmembers. Ms. Gonzales tuid Council that the CDBG application request will be submitted to the Department of Housing and 1:_-ban Development before Mav 1 . :he amount available from Jun-, 7 through -May 31 is _ 5 ,766,567. Eighty percent of this amount is made up of HUD Entitlement Funds. Ms. Gonzales toid COUncilmembers that the p%-imar; emphases in the budget are on streets and housing (S1 .6 million) . Ms. Gonzales informed Council of the programs that had to be eliminated as a result of federal cutbacks. Programs mentioned included the Neighborhood Service Homeownership Administration, Yo Sov, Fort Worth Independent School District Yo Soy, and the Senior Citizen Housing System. Ms. Gonzales told Councilmembers that she will be submitting an M&C next week for formal approval of the budget. Councilman Williams asked what would happen to the assistance that was provided for reducing 'Gang' problems on the northside since the Yo Soy Program has been eliminated. Ms. Gonzales told Councilmembers that other agencies working with youth gangs have made their service available to northside. Strong volunteer agencies such as the Boys Club have committed to taking over the service provision. 4. Fort Worth/Haslet Corporate Boundary and Extraterritorial Jurisdiction Agreement - Joe Bilardi, Director of Development. Mr. Bilardi came before Council to discuss the agreement entered into with the City of Haslet which would permit the new Airport to be constructed within the Citv limits of Fort Worth. Mr. Bilardi told Councilmembers that the Perot Group and the Citv of Haslet had entered into an agreement on :Monday, April 13 about the releasing of land. Mr. Bilardi told Council that Fort Worth would be releasing parcels of land to Haslet to allow for the citys' continuous growth. Haslet in return would release parcels of land to Fort Worth for construction of the air-port. Mr. Bilardi told Council that a runway must be constructed on the parcel of land that was designated for that purpose within a period of 15 years or Haslet will have the authority to retain the land. Councilman Lancaster commented that 15 years is a very short period of time to be certain of the feasibilitv of constructing an additional runway. Councilman Murr-in asked whether- the land could be used for another purpose if the additional runway was not needed within that time period. Mr. Rick Salwen, Spokesman for the Perot Group, told Council that the land would be reserved for use but has not vet been dedicated in any way to the Citv. Mr. David Ivory, Senior Assistant City Manager, told Council that approximately 378 acres would be donated. Councilman Murrin asked whether the Perot Group had anticipated using the land on the westside. -Mr-. Salwen told Council that the Perot Group does anticipate development on the westside but has not given much thought to the idea at this present moment. Councilman Murrin told Councilmembers that he would like to have large users on the eastside because he believes that the tax base will be substantially large for that location. Councilman Zapata told Councilmembers that What was being discussed about thF- ai_-port development site today, was quite contrary to what the Perot Group had discussed with him earlier. Councilman Zapata told Councilmembers that he could not and would not support the plans as discussed. Councilman Garrison told Courncilmembers that because the airport would be located within the City of Fort Worth, he could foresee no through-the-fence operations if the Cite controls it. Councilman Williams told Councilmembers that he was appalled that the City of Haslet had entered into an agreement with the Perot Group about land being mudF available to the City of Fort Worth for the development of an additional airport before the Citv of Fort Worth had been consulted.
