ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA Councilman Steve Murrin requested that M&C L-9184 be withdrawn from the consent agenda. 3. APPOINTMENTS TO BOARDS/COMMISSIONS Mavor Bolen requested the reappointment of Ms. Jane Dunavant to the 911 Emergency System District and appointed Councilman Garey Gilley to the Audit Committee replacing Councilman Jim Bagsby. 4. COMMENTS AND REQUESTS Following the approval of the resolution urging prohibition of sale of gift of dangerous drugs to minors, Councilman Zapata commented that a resolution needs to passed making parents responsible for financial damages caused to property from graffiti writing that is done by their children. Following the approval of the resolution regarding donors of property, funds, and/or services for Southwest Currencv Production Plant , Councilman Garrison commented that some type of resolution needs to be passed guaranteeing the return of the property to its rightful owner(s) should the plant not be built. C.P. No. 129 - Additional Purchasing/Contracting Policies. Councilman Lancaster told Councilmembers that some protection is needed for the taxpayers and a broader specification is needed for the purchase of certain products. Councilman Lancaster requested a report on specifications from the Purchasing Department. Councilman Lancaster further commented that previously the City had purchased lights for a ball park at a price of 2320,000 more than what they could have paid had they gone with another company. City Manager, Douglas Harman, requested that the matter be brought back to next week workshop. Mr. Harman told Councilmembers that he also agrees that the specifications should be made as broad as possible but the question should be asked as to how much time Councilmembers are willing to spend reviewing specifications. Mr. Harman told Councilmembers that the staff Goes seek _ enisonable specification for all items. - Counr_,ilman Zapata commented thr:: he lies no intention of spending more time than necessary reading specifications but simply feels that specifications could be uasi<__ to understand if they were written in broader terms. Mayor Bolen commented that in order for this problem to be taken care of, procedures for doing this must he outlined. Councilman Zapata told Cou:lcilrnI:�mbe-- that the requirement for approval by the Purchasing Department of 550 purchases needs to be lifted instead of raising the approval limit by Council from 55000 to 510,000. Councilman Lancaster commented that the sole purpose of these changes in specifications should be to encourage bids which will lower taxpayers dollars that are being spent. Councilman Lancaster stated that he would like to see items flagged in specifications and requested that the City 'Manager bring back a suggestion for his request. Councilman Lancaster told Councilmembers that he is more interested in reviewing items with one bidder and not those with more than one bidder. Councilman Zapata requested a move for delav of C.P. No. 129 until one week after the workshop. Councilman Zapata requested a delay on M&C G-7028 - Fort Worth/Haslet Corporate Boundary and Extraterritorial Jurisdiction Agreement. Mr. H. Dennis Hopkins, Spokesperson for the Perot Group, requested action of the M&C immediately. Mr. Hopkins told Councilmembers that he has to be able to forward the cities decisions to the Federal Aviation Administration for a public hearing. The City of Haslet has acted in signing all ordinances relating to the airport being built. Again, Councilman Zapata stated his concern over how the Perot Group handle the situation with the Citv of Haslet. Councilman Garrison stated that he was very sympathetic to Councilman Zapata' s concern regarding the frontage of I-35 going in the the City of Haslet ; however-, he feels that the City will benefit greatly from the additional tax base. Counc=ilman Vance asked what the actual date was for submitting the information to the Federal Aviation Administration. Mr. Fick Salwen, Representative for the Perot Group, told Councilmembers that April 28 is the actual date the hearing is scheduled for but 10 days in advance is needed to place public notic=es and displays of the FAA hearing. Mayor Bolen told Councilman Zapata that the Council could delay the item until the weekend, if this time period would be helpful. Councilman Williams asked if the City could withdraw from the agreement at any point. Attorney William Wood told Councilmembers that the resolution nor the agreement would committ the City to annexing property but to what extraterritorial jurisdictional boundaries would be designated for the City of Fort Worth and the City of Haslet. AUNk The item passed with a vote of 8-1 with Councilman 7apata voting 'no. ' Councilman Murrin requested a one week delay on MSC =4. CITIZENS PRESE\TATIO\ Mr. James Goodwvn, member of the Fo:-t worth Taxpayers Association, came before Council to discuss the Association's concern over the possible downward adjustment on the homestead exemption. Mr. Goodwvn told Councilmembers that the adjustment should be upward. Mr. Goodwyn also commented that he was disturbed over -Mavor Bolens' comment last vea_- after the budget session about taxes being raised as a result of the downward adjustment. He futher commented that crime has continued to increase despite the adopted budget for the Police Department. Mavo_ Bolen told fir. Goodwyn that he has heard no such comments about a reduction in the homestead exemption rate. Mr. F.L. Livingston, member of the Fort Worth Taxpayers Association, came before Council to discuss the inhuman courtesy that department staff members show toward citizens who come to the Municipal Building to do business. Mr. Livingston told Councilmembers that something needs to be done about the manner in which staff members treat taxpaying citizens. He further commented that the City needs to get with Corporate America and start creating jobs and opportunities for people in this City because people want workfare not welfare. 5. Zoning Hearing Mayor Bolen told Mr. Joe Bilardi, Director of Development, that something needs to be done to encourage proponents of zoning cases to attend the hearings. Mr. Dennis Hopkins requested that Z-87-022 be denied without prejudice.
