The purpose of the Pre-Council Conference held prior to a regular City
Council Meeting is to allow the Mayor and Councilmembers to discuss infor-
mally items on the agenda and to secure information from the City Manager
and the staff. Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent Council
meeting so they will be a part of the public: record.

Mayor Bolen noted that Councilman Zapata had been appointed to the Cable
Television Committee and also to the Council Court and Legal Committee. In
addition he noted that Councilman Gilley had been appointed to the Fort Worth
Ambulance Authority.
2. A`IMAL SHELTER CONSTRUCTION ALTERNATIVES - RICHARD HAY, ENVIRONMENTAL HEALTH
MANAGER
Richard Hay, Environmental Health Manager provided Council with the proposed
Animal Shelter Construction Alternatives. He reported that the current facility
has served the City since the early 1950's and in recent years the facility has
not adequately met the needs of the community.
Mr. Hays presentation included a short video of the current status of the
conditions of the facility. He stated that the current program impounds over
10,000 animals per year and over 1000 animals are quarantined for rabies
observation. On occasion there may be as many as 20 dogs housed in the same cage
resulting in injury to the animals and increased disease transmission.
According to Dr. Langerhans, a consultant veterinarian for the city, the
quarantine facility is in dire need of replacement or expansion. He also said
that if the city does not upgrade the quarantine facility the shelter could lose
its quarantine license.
The following are the alternatives for reconstructing a new facility at a
projected cost of $1.5 million:
1) Lease Purchase Option;
2) Immediate City financing of construction;
3) Include the project in the next bond election.
Councilman Williams asked what the City's legal responsibilities are. Mr. Hay
stated that there are certain health standards that have to be met which are
mandated by state law. He also stated that there are city ordinances that
directly address animal control. Bill Wood, Assistant City Attorney stated that
Home Rule provides the appropriate legal approach to animal control and the
capture of and impoundment of animals at large. OFFICIAL RECORD

Councilman Zapata inquired about an isolated situation in which a citizen has
had problems with a skunk in his backyard, he asked what had been the approach
taken by the Animal Control. Mr. Hay said that a trap has been provided, however
it must be picked up by the citizen.
Councilman Lancaster asked about the possibility of contracting opportunities
for a facility. City Manager Doug Harman said contracting the service would be
an alternative that staff would review.
Mayor Bolen asked what the timeframe is for bringing the Animal Shelter back up
to State standards. Dr. Langerhans said that the State could give up to one
year.
City Manager Doug Harman reported that staff would review the options and the
budget and come back to Council with some options.
Vi Hummal, a member of the shelter's advisory board, spoke to Council about the
serverity of the need for an additional facility. She distributed a fact sheet
of the current situation and asked that Council not delay in making a decision.
She also said that there has been an offer providing a proposal to build a
facility should Council decide to go that route.
3. PROPOSED BUS TOUR OF CITY FACILITIES AND DEVELOPMENT - DOUG HARMAN, CITY
MANAGER
City Manager Doug Harman asked Council to review the following dates of August
5th, 7th or 10th for the proposed bus tour of city facilities and developments.
He asked that Council select an appropriate date and inform him at the next Pre-
council meeting.
4. VOICE MAIL APPLICATIONS FOR CRIME WATCH PROGRAM - ROD BREMBY, ASSISTANT TO
THE CITY MANAGER
Rod Bremby, Assistant to the City Manager provided Council with an overview of
the status of the Crime Watch Program and its efforts of locating funds for a
Voice Mail system.
The Meadowbrook Crime Watch Association (MCWA) had contracted a temporary voice
mail service with GTE. Due to the heavy public usage of the voice mail system,
GTE informed MCWA that they could offer them a new system for a total of
$40,000. MCWA approached the City and asked if the funds could be provided. It
was determined that alternative routes for funding would need to be
investigated. c
Mr. Bremby presented the following proposals: OFFICIAL RECORD

2) pursuing funds from grants; y
3) presenting the program on a decision package for future funding. 1. V702 II, TEX.
:Mayor Bolen stated that the voice mail system needs to be applied city-wide in
order for it to be successful.
Police Chief Windham reported that the program had thus far been very successful
and supported Mayor Bolens view of applying the system city-wide.
Mr. Bremby concluded by stating that the total funding necessary for a complete
voice mail system would be $40,000. Mayor Bolen indicated that he could make a
phone call to GTE to discuss the proposal.
5. PROPOSED FINANCING FOR PURCHASE OF POLICE VEHICLES - JUDSON BAILIFF, FINANCE
DIRECTOR
Judson Bailiff, Finance Director provided Council with information about the
proposed financing method to be recommended for purchasing seventy-four (74)
police vehicles.
He reported that the Public Property Finance Act authorizes the city to execute,
perform, and make payments under contracts with any person for the use,
acquisition or purchase of personal property, in this case police vehicles. The
city could purchase the police vehicles for the Police Department through the
establishment of an ordinance which authorizes the contractual obligations.
Mr. Bailiff also addressed the "Award of Contract for Annual Audit Services". A
five year contract for annual audit services with the firm Deloitte, Hadkins and
Sells was recommended to Council by the City Council Audit Committee and staff.
The firm would provide independent auditing services for the first year at
$110,000, with the price to be adjusted annually in accordance with the Consumer
Price Index.
Councilman Williams asked if the services provided by Townsend 5 Associates for
Constuction Audit supervision could be combined with the services to be provided
by Deloitte, Haskins and Sells. Mr. Bailiff said that the services are to
specific and specialized and that it would not be advised to combine the
services.
