IV. COMMENTS AND REQUESTS
A. Race Track Policy Advisory Committee
Regarding the formation of the Race Track Policy Advisory Committee, Councilman
Zapata suggested that the City move quickly so as not to lose the benefits which
would result from the location of a race track within the city limits.
V. CITIZEN PRESENTATIONS
A. Purchase of Day Care Services by Employment and Training
1. Reverand McKinley Jackson appeared to inform Council that the brokerage
service offered by the Fort Worth Day Care Association does not meet the needs
of all day care centers, particularly those that are owned and operated by
blacks. Reverand Jackson suggested that the city revert back to a voucher
system.
2. Hughey Mitchell charged that the reason minority-owned day care centers
cannot compete is because of a monopoly by two non-profit orgainzations, the
YMCA and the Fort Worth Day Care Association. He stated that the system is not
fair.
3. Wilma Philpott complained about the problems some minority-owned centers have
in qualifying for Day Care Assocation referrals.
4. Reverand Milford Kelly charged that the Day Care Association is
discriminating against black day care centers in Fort Worth.
B. Street and Water Improvements
1. Willa Bellard appeared to request street and water improvements in the South
Seminary Addition. Currently, the streets are unpaved and the lots are without
city water.
C. Proposed demolition of sub-standard house
1. Janice Ford appeared to request a delay in the demolition of her sub-standard
house.
