ITEMS TO BE CONTINUED/WITHDRAW\ M&C G-7368 - Authorize and Appoint Committee to Study Developer Fees (Continued from 12/08/87) - continued for one week by Councilman Gilley. M&C G-7372 - Award of Contract to Collect Delinquent Taxes and Certain Other Delinquent Accounts - withdrawn by City Manager Douglas Harman. M&C C-10707 - Selection of Architect for Fort Worth Zoo Cats and Bears Exhibit - delayed until December 22, 1987. Adoption of Ordinance No. 9991 on Second and Final Reading Annexing 36.35 Acres in the Ellis Park Addition - dalayed one month. II. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA M&C C-10705 - Award of Contract - Replacement and Disposal of Transformers at Water Department - withdrawn for citizen discussion by City Manager Douglas Harman. III. BOARD/COMMISSION CHANGES Nancy Marchant was reappointed to the Fort Worth Commission on the Status of Women. Marion T. Jones was reappointed to the Building Standards Commission. IV. COMMENTS AND REQUESTS None. V. CITIZEN PRESENTATIONS A. Amendments to D/FW Regulations (M&C G-7381) 1. Gary Keene appeared regarding the proposed amendments to D/FW regulations governing the solicitation of funds and the distribution of literature. Councilman Murrin asked if there is any way airport officials can legally limit the harrassment of airport customers. Mr. Keene stated that there is no legal way to limit harrassment so long as the customers are not physically harmed. • 2. Patrick Hancock, a representative of American Airline Flight Attendants, appeared in opposition to the proposed amendments. He requested that the solicitation of funds be separated from the distribution of literature in the regulations. Councilman Gilley reminded Council that the restrictions apply only to restricted areas of the airport and recommended support of the amendments. B. Day Care Services (M&C P-2179) 1. Huey Mitchell, Reverend Milford B. Kelley, and Reverend McKinley Jackson appeared in opposition to the city's proposed contract with the Tarrant County Day Care Association to provide a day care brokerage service for Employment and Training. C. Replacement and Disposal of Transformers at Water Department (M&C C-10705) 1. Jim Baugh appeared and suggested that the proposed contractor for the removal of Water Department transformers is not qualified to handle hazardous waste. Water Department Deputy Director Lee Bradley assured Council that the contractor is qualified to do the job. D. Selection of Cats and Bears Exhibit Architect (M&C C-10707) 1. Harvey Youngblood appeared in response to questions by Councilman Gilley concerning the qualifications of the architectural firm overseeing the design and construction of the Cats and Bears Exhibit at the Fort Worth Zoo. E. Letter from Street People 1. Reverend Alvin Walker appeared and read a letter from the street people at the night shelter asking for additional help and donations. F. Special Police Unit 1. Robert Davy appeared to suggest that the City develop a special police unit trained to deal with the mentally ill or with people on drugs. City Manager Douglas Harman indicated that the suggestion would be referred to Chief Windham. G. Eviction from home 1. Tycer Green appeared regarding her recent eviction from her home and her arrest in the Water Deparment. VI. ZONING 1. John Glenn, Jr., appeared regarding restrictions to be filed for Zoning Docket No. Z-87-124. The restrictions include car washes, lubrication garages, and bars. Approval of architectural plans is required. 2. Chuck Stark and Thad Brundrett of Redwood Properties appeared to request a zoning change with waiver of site plan (Z-87-127). Councilman Murrin expressed concern over future dedication of rights-of-way along White Settlement Road. Development Director Joe Bilardi indicated that rights-of-way must be dedicated as a part of the platting. Councilman Gilley stated that he would not support waiver of site plans because of the actions of the former owners. 3. Jim Dunaway appeared regarding a zoning request to rezone property along University Drive to allow for the construction of a mini-storage facility (Z-87- 129). Councilman Murrin asked if a mini-storage facility is consistent with desired land usage along University Drive. Mr. Dunaway explained that the facility is a climate controlled, multi-floor structure that can be converted to an office building at a later date. 4. Dan Buchly appeared regarding Zoning Docket Z-87-133. He clarified that work may be done in the flood plain subject to city approval.
