M&C G-7383 - Use of Forest Park for Hot Air Balloon Event - tabled to allow time for proposal to go before the Park and Recreation Advisory Board. II. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA M&C G-7388 - Establishment or Increase of Various User Fees - withdrawn for citizen discussion by City Manager Douglas Harman. MSC G-7389 - Naming of Arenas in the Will Rogers Equestrian Center - withdrawn for discussion by Councilman Williams. MSC L-9374 - Acquisition of Right of Way - Reconstruction of Grove Street Parcel 7 III. BOARD/COMMISSION CHANGES Antonette Booker was appointed to the Racetrack Development Policy Advisory Committee. IV. COMMENTS AND REQUESTS Councilman Williams questioned the proposal to name the Arena at the Equestrian Center the "Justin Arena" (MSC G-7389). Mr. Williams stated that doing so would conflict with the city's policy against naming buildings after people who are still alive. According to Assistant City Manager Ruth Ann McKinney, the policy applies only to buildings and not to rooms within buildings. Because the Arena is a room within the Equestrian Center, naming it the Justin Arena does not violate city policy. City Manager Douglas Harman recommended that Council approve the naming of the arena. He indicated that staff would revise the city's policy on naming buildings to make it more explicit. V. CITIZEN PRESENTATIONS R. David Jones, a representative of the Tarrant County Wrecker Assocation, appeared regarding the city's proposal to increase wrecker fees. Mr. Jones asked that the city increase the permit fee for wreckers not on the Police Department's pull list to the same as that for wreckers on the list ($200). This measure is intended to improve monitoring of some of the disreputable wreckers operating in the city. David Dees, of the Fort Worth Police Department, indicated that the additional fees would be appropriate provided they can be established prior to the beginning of 1988, when new permits must be purchased. Councilman Vance asked if the fees can be lowered later in the year if Council so choses. City Attorney Wade Adkins indicated that the fees can be lowered and refunds issued later in the vear if necessary.
