2. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA
Mr. Harman request that M&C G-6804 and M&C P-1944 be withdrawn from the consent
agenda for further deliberation.
3. APPOINTMENTS TO BOARDS/COMMISSION
Mr. Harman requested the reappointment of Mr. Pilar Pena to his second third
year term to the Personnel Commission.
4. COMMENTS AND REQUESTS
M&C G-6804 - Pioneer Day Celebration Street Closure. Ms. Mary Ontivoros came
before Council to request the denial of of this M&C because she and others had
not been consulted on this matter. Ms. Ontivoros stated that she and other
would be affected by this closure. Mayor Bolen requested that Mr. Gary
Santerre, Transportation/Public Works Director, meet with Ms. Ontivoros to come
up with a compromise. Item was delayed until end of agenda. At the end of the
agenda the item was approved with the understanding that an agreement had been
reached.
M&C P-1944 - Tabulation of Bids for Purchase of Equipment, Material and
Services. Approved with a request from Councilman Gilley that an amendment be
made to accept the lowest bid.

Councilman Lancaster requested that the M&C be continued for one week. MY SECRETARY

5. ZONING HEARING
Zoning Docket No. Z-86-110 - Creation of a new category of Zoning Districts to
00ft: Ank
be known as Conservation Districts.
Mr. Tim Petrus, Representative for the Fort Worth League of Neighborhood
Association, came before Conuncil as a Proponent of the ordinance stating that
neighborhoods having special qualities should be conserved. Proposed
modification to the ordinance was for the application process to be initiated by
persons showning at least 51% of total lot ownership or 66 2/3 of land per
block. Ms. Marty Craddock, Executive Director of Historical Preservation spoke
also as a proponent of the ordinance saying that it would provide an opportunity
for conservation, stabilization and would promote revitalization.
Despite the citizens harmony with the ordinance, Councilman Gilley stated that
there was still some concern on his part. However, Councilman Gilley moved that
the ordinance be adopted. Mr. Wade Atkins, City Attorney mentioned to Mayor
Bolen the fact that the paragraph written in the Zoning Book was different from
what was proposed for adoption. Councilman Garrison was also in favor of the
ordinance but refused to vote on the ordinance because of ambiguity. According
to Mr. Bilardi, Development Director and Wayne Olson, Planning Department, the
ordinance in the packet is an old draft and agreed to write a new draft which
will,include the proposed additions for adoption. Councilman Gilley gave a
substitute motion to delay the item for clarification.
Zoning Docket No. Z-86-124 - 5500-5509 Locke Avenue and 5500-5504 Lovell Avenue.
"B" Two-Family to "PD-ER" Planned Development/Restricted Commercial. Mrs.
Philpot motioned that Council deny this docket with prejudice. Motion was
approved as stated.
Zoning Docket No. Z-86-125 - 5701 Curzon Avenue. "CF" Community Facilities to
"PD-SU" Planned Development/Specific Use, permitting an Animal Grooming Clinic.
Mr. McHouse, Representative for J.W. Webber spoke to Council as a proponent of
the docket. He stated that the land had been vacant for two years and had been
passed by the Zoning Council with an 8-0-2 votes. Other proponets were Mr.
Robert Gibbs and Mrs. Jenny Winston. Opponents of the docket were Mrs. Pitts,
Mrs. Effie Baldwin and Mrs. Philpot. Mrs. Philpot motioned that Council deny
the docket with prejudice. After considerable deliberation, motions and
substitutions, Councilman Zapata called for question; meaning that no further
deliberation would be heard on the issue. The docket was denied without
prejudice, killing only the zoning application. Mr. Grubbs was informed that if
he could come up with a consensus from the neighbors then he could reapply.
Z-86-130 - 4351 Marks Place - "A" One-Family to "PD-SU" Planned Development/
Specific Use to permit a Stained Glass Studio. Zapata requested that case be
set up for a special hearing before Council.
Z-86-131 - 6490 Camp Bowie Boulevard. "A" One-Family to "PD-SU" Planned
Development/Specific Use to permit a Photographic Studio. Approved for a
special hearing before Council.
Z-86-136 - 2405 Handley Drive. "A" One-Family to "E-R" Restricted Co �Ilt . RECORD

6. CITIZEN PRESENTATION FT. WORTH, TEX.
Bishop Loris Browning, Founder of the Youth Crime Prevention League, asked that
Council consider him as being the employee for having organized the Youth
Prevention Center. Bishop Browning stated that because of his health, a
cicilian employee is needed to organize youths and adults who have some
knowledge about the causes of crime amongst youth.
Mr. G.K. Maenius spoke to Council about the tremendous lost that is occurring in
being able to combat crime. Mr. Maenius stated that Council should consider
allowing for approximately 100 new police officer positions and says that $1.3
million needs to be added to the $750,000 that was proposed from the Concensus
Budget, bringing that total to $2,066,762.
Reverend Boggs spoke to Council on behalf of Allied Community of Tarrant (ACT).
He asks that Council examine the bond elongation from two to three years. Rev.
Boggs questioned what effect such an action might have on the completion of a
project. He went further to state that since there would be no increase in the
effective tax rate and no reduction in expenditures, then why was the extension
being made.
Councilman Lancaster stated that he was in harmony with the Reverend. He
informed the Reverend that there is a real impact but not on this year budget.
