ITEMS TO BE CONTINUED/WITHDRAWN M&C G-7333 - Ordinance Delineating Area of the Fort Worth Zoological Park - withdrawn by City Manager Douglas Harman II. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA MSC G-7323 - Casting of Votes for Tarrant Appraisal District Board of Directors - withdrawn by Councilman Murrin. III. BOARD/COMMISSION CHANGES Morris Matson was appointed to the Charter Review Committee. IV. COMMENTS AND REQUESTS A. Naming of Equestrian Center Buildings (M&C G-7331) Council questioned whether a proposal to name the Show Arena in the new Equestrian Center after John Justin, Jr. is a violation of the city's policy against naming structures after people who are still living. To eliminate potential conflict with city policy, Councilman Murrin suggested that the proposed name of the Arena be shortened to the Justin Arena. V. CITIZEN PRESENTATIONS A. Alleged Construction Irregularities at the Equestrian Center 1. Tom Vessels appeared to read a statement from sub-contractors who worked on the Equestrian Center and who now claim that there are construction flaws in the facility. 2. Patsy McGlothlin appeared to complain about how she and other sub-contractors were treated by Spaw Glass, the general contrator on the Equestrian Center project. She charged that many people did not receive payment for jobs that they completed. Councilmen Zapata, Murrin, and Williams expressed concern about the allegations against Spaw Glass regarding the treatment of sub-contractors. Councilman Lancaster asked that staff prepare a report on how the city handles contractor/sub-contractor disputes. B. Forest Park Master Plan 1. Mr. E. A. Carmean, Tom Purvis, Tim Stevens, and Mike McDermott appeared in support of the proposed expansion of the Fort Worth Zoo. 2. David Knapp, Tim Evans, Ben Swallow, Jan Fersing, Bill Benton, Carol Vance, and Lela Standifer appeared to oppose the expansion of the Fort Worth Zoo. Councilman Vance requested a statement be included in the Zoo agreement that the African Savannah will not be built until 1993 and that the land will remain open space until that time. Councilman Garrison stated that because all phases of the zoo expansion must be approved in advance by City Council, there is no need to set a date restriction on construction of the African Savannah. Councilwoman Webber asked that Council be allowed to nominate new members of the Zoological Association. Councilman Zapata stated his belief that the award of the zoo contract should be considered separately from the expansion plan. VI. ZONING A. Zoning Docket Z-87-89 Johnathan Matlack appeared to request a zoning change in property for which he plans future residential development. Edgar E. Alexander appeared to oppose the request because of the additional traffic that would be generated by residential development. Action on the request was delayed until December 18, 1987. B. Zoning Docket Z-87-90 Geoffrey Davis and Jim Schell appeared to present a development plan which was worked out by the neighborhood association and the developer regarding the proposed development of land around a residential subdivision. According to the plan, the land will be zoned for light industrial development with site plan approval required. Bud Hudgins appeared in opposition to the proposed change. C. Proposed changes to CF zoning Councilman Murrin recommended changes to the city's CF zoning. City Manager Douglas Harman indicated that staff will develop a report on the requested change.
