AN ORDINANCE INCREASING ESTIMATED RECEIPTS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $3,100.00 FROM INCREASED REVENUES, FOR THE PURPOSE OF FUNDING THE CITY CABLE TV STUDIO'S SHARE OF CONSTRUCTION COSTS IN CONNECTION WITH THE CENTRAL LIBRARY EXPANSION; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND RE- PEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That, in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93 and in the Budget of the City Manager, and in addition to the receipts estimated in Ordinance No. 11145 adopted by City Council on August 4, 1991 (M&C C-13491) there shall also be increased estimated receipts in the Special Trust Fund in the amount of $3,100.00 for the purpose of funding the City Cable TV Studio's share of the construction costs in connection with Phase I (demolition and foundations) of the Central Library Expansion project. SECTION 2. Should any portion, section. or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 11151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropria- tions, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. AWARD OF CONTRACT TO WEBB GENERAL CONTRACTORS FOR CONSTRUCTION OF CENTRAL ~,~Hj,aY LIBRARY EXPANSION AND CABLE TV STUDIO PHASE I ~~ RECOMMENDATION: It is recommended that the City Council: 1. Approve $3,100.00 fund transfer from the Cable TV Center to the Library Cable Studio Center in the Special Trust Fund, and 2. Adopt the attached supplemental ordinance increasing appropriations in the Special Trust Fund by $3,100.00 from increased revenues, and 3. Authorize the City Manager to execute a contract with Webb General Contractors, for the construction of Phase I (demolition and foundations) of the Central Library Expansion and Cable TV Studio Project for the bid price of $298,000.00. DISCUSSION: Phase I of the Central Library Expansion was previously bid with bid opening on July 16, 1992. Due to irregularities in the apparent low bid, the Council decided to reject all bids on August 4, 1992 (M&C C-13491). However, the Council approved Ordinance No. 11145 increasing the estimated receipts in the Special Trust Fund in the amount of $21,000.00 from increased revenues and the transfer of those funds to the Special Trust Fund in order to provide funding for the TV Studio's share of the Construction Costs. Phase I was again advertised on August 13 and 20, 1992, and bids were received on September 10, 1992. All bidders were required to be prequalified by the City in order for their bids to be considered. All bidders were prequalified. Wilson $396,000.00 150 The Construction Manager's estimate was $510,000.00. The Construction Manager has reviewed the proposals and has recommended that the contract be awarded to the low bidder, Webb General Contractors Webb General Contractors has complied with the City's DBE policies. It is proposed to award the contract to Webb General Contractors for the low responsive bid price of $298,000.00. Of this amount, $276,400.00 will be paid out of library improvement funds and $21,600.00 will be paid out of cable TV studio funds. In addition, $2,500.00 has been set aside for Cable TV Studio construction contingencies.
