4. PRESENTATION - A Resolution on Sanctions Against South Africa was presented
by Council and approved with a 9-0 vote.
5. COMMENTS AND REQUESTS
M&C C-9856 - Revised Home Improvement Loan and Emergency Grant Programs. At the
request of Councilman Bagsby, the M&C was delayed for two (2) weeks
M&C C-9858 - Award of Contract-Demolition of Substandard Structures at 37
locations. With the exception of 3601 South Main, the remaining 36 units will
be demolished. An extension of 90 days was given to property owners of 3601 S.
Main.
6. BUDGET HEARING
A budget of $2.3 million with $1.6 million plus $750,000 going to the Police
Department and the status quo tax rate of 73.9 cents was approved by Council
with an 8-1 vote. Mr. Bagsby opposed the budget because he felt that such
actions would only lead to a tax increase and a decrease in Human Services

Mr. Mark P. Whatley came before Council to request the rehearing of Zoning Case
Z-86-124. Mr. Whatley's stated that his reasons for this request were because:
1) he had not been informed of a hearing date; 2) he had not be informed of the
outcome of the zoning hearing; and 3) he was led to believe that a full
investigation would be undertaken.
City Manager, Doug Harman, stated that a full investigation had been completed
by the Police Department
Council approved a rezoning hearing for Case Z-86-124 on November 11 , 1986.
