3. APPOINTMENTS TO BOARD/COMMISSION
Ms. Vicky Bailey, Ms. Wilba Alaman and Mr. 011ie Reed were confirmed by Council
as being elected bodies to the Neighborhood Resource Development Council.
Councilman Williams appointed Adolphus Price to the Charitable Solicitations
Commission and Lenora Rolla to the Historic and Cultural Advisory Board.
Councilman Zapata appointed David Vasquez to the Citizen's Cable Board, Danny
Astan to the City Zoning Commission and Reuben Vallejo to the Park and
Recreation Advisory Board.
Councilman Bagsby appointed Walter Day to the Aviation Advisory Board, William
Batts to the Charitable Solicitation Commission, Edward Briscoe to the Community
Development Council, Izean Davidson to the Fort Worth Status on the Commission
of Women, Hazel H. Peace to the Historical and Cultural Advisory Board and
Ophelia Furlow to the Park and Recreation Advisory Board.
Mayor Bolen appointed Ken Landers to the Aviation Advisory Board.
Councilman Lancaster appointed Edward Valderde as the Substitute Municipal Court
Judge. Councilman Lancaster also mentioned that Judge Hollifield had turned in
his resignation, therefore, Council should consider having this position fill.
4. COMMENTS AND REQUESTS

Councilmen during the budget process. This opposition came about after Mr. Ford
stated that there would be an estimated revenue impact of approximately $50,000
as a result of the revision of certain fees. Mr. Ford stated that the budget
did include this amount; however, this amount was not listed as a separate line
item.
Councilman Bagsby commented that this type of information should be made known
up front. The M&C was approved.
5. CITIZENS PRESENTATIONS
Marilyn Hart who is the co-owner of a business with her husband came before
Council asking for help in controlling crime in her area. Mrs. Hart stated that
she and other business owners in the vicinity are frustrated by the lack of
police visibility and the lack of follow-up on calls that they make. Mrs. Hart
mentioned that she has been receiving assistance from Deputy Chief Culpepper,
who promised to attend to the problem and meet with the business owners to
discuss the problem.
Mr. Glen Hausenfluck came before Council speaking in behalf of Mr. & Mrs.
Martin, prospective Pawn Shop owners in the Berry Street vicinity. Mr.
Hausenfluck mentioned that he had met with opponents of the shop but came to no
agreement with them. He asked that the moratorium be lifted.
Mr. Martin stated that the building should have been opened 2 weeks ago and that
it will take at least one month for him to move the business to the vicinity.
He also mentioned that if a business is closed, after moving, for over 72 hours,
it must notify the State of its reasons for doing this.
Mr. H.A. Walters, President of the Tarrant County Pawn Brokers Association asked
that the moratorium be lifted. He feels that Pawn Shops are deterrers of Crime.
According to Mr. Walters, Pawn Shops have given out $300,000 a year in loans
and $15,000,000 goes on the street.
Ms. Judy Nelson, Nina Gillger and Mr. Douglas Clark, Jr. spoke to Council as
opponents of the Pawn Shop and asked Council to let the moratorium remain until
something can be worked out. Mr. Clark stated that they do plan to go before
the Zoning Board tomorrow.
Council voted to have the item brought back to the table next week.
