City Manager Douglas Harman withdrew
M&C FP-2229 - Final Payments for Renovation of Fire Station No.18 and
M&C FP-2230 - Final Payment - Sylvania Park (3700 E. Belknap) Park Improvements.
which have been replaced by M&C FP-2241 - Final Payment for Renovation of Fire
Station No.18 and
M&C FP-2241 - Final Payment Sylvania Park (3700 E.Belknap) and Park Improvements
respectively.
Mr. Harman requested that Council withdraw M&C C-10034 - Change Order No.2 for
the Forth Worth Transit Authority Facilities Expansion. He requested that
Council withdraw both M&C G-6900 - Street Name Change (SNC-86-006) "Amerwood
Avenue " to "Insulation Avenue" and withdraw M&C G-6901 - Street Name Change
SNC-86-005) "A Portion of Luxton Street" to "Park Manor Drive". Both of these
items need to be presented at a public hearing.
He requested that M&C C-10039 - Award of Contract for Construction of the Multi-
purpose Equestrian and Livestock facility at the Will Rogers Mememorial Complex,
be continued one week.
Councilman Garrison requested that M&C G-6905 - Approval of Articles of
Incorporation for Fort Worth Cultural District Committee be continued in one
week.
Mr. Zapata requested that C.P. 126 - Appointment of City Charter be continued in
one week.
2. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA.
Council removed M&C P-1968 - (Page 13) A Oner Year Purchase Agreement to Furnish
Profesional Services For Rape Examinations for the Police Department, Per City
Specifications.
3. BOARD/COMMISSIONS CHANGES:Two.
Council approved Mayor Pro Temp Williams appointment to the Libray Advisory
Board, Ms. Betty G. Wiley and Councilman Zapata's reappointment to oD

4. COMMENTS & REQUESTS CITY SEMUTARY
Mayor Pro Tem Williams asked the City Manger to make sure that all f tae 11oR11,t �"`•
material for Council before Council Meetings. Mayor Bolen also state
regards to M&C P-1971 which was added at this meeting.
5. ZONING HEARING
Council denied a request for waiver of Application Fee for Site Plan Approval on
Zoning Docket No.Z-86-129 (Zygadlo Associates). Mr. Zygadlo had made this
request to Councilman Murrin because he was not informed that he would be on the
agenda for the last Zoning Board Meeting, and that he nevertheless would be
charged to conduct another site plan. Mr. Joseph Bilardi informed Council that
someone has to pay. Each time the City examines one of this applications
expenses are incurred.
Considerations & Actions Regarding Amending Moratorum on Issuance of Building
Permits for Pawn Shops. Council approved this request contingent on the
ordinance that the City Attorney was instructed to write. Pawn Shop owner Mr.
Bill Gates will present the merits of his case to the Zone Board in January.
City Attorney Adkins was instructed to word the ordinance so that this action
would be permitted. Mr. H.A.Walters, president of the Local Pawn Shop Owner
Organization also spoke to Council. Council instructed him not to bring any more
individuals before Council, requesting a waiver of the Moratorium.
7. CITIZEN PRESENTATIONS
Mr. Glen L. Trammell - (1) Injuries on the Job (2) Discrimination on Equal Job
Opportunity. Mr. Trammell stated that he had spoken to Ms. McKinney prior to
todays meeting and that he was satisified to let her work on his case.
Mrs. Lela Standifer, Mr. Patrick Z. Wyers, and Ms. C.B. Mauldin spoke to Council
about the property tax rollback drive that they had staged. Over 200 years ago
on this day (1773) , the Boston Tea Party took place to protest taxes.
Ms. C.B. Mauldin stated that the City needs to privatize more and that she was
pleased to learn of the continuing Federal cutbacks.
Councilman Zapata stated that the City was forced to work with less aid friom
the Federal government.
Ms. Standifer stated that she hoped that Council (except Mr. Bagsby who did not
vote for the tax increase) realizes that citizens feel they are pverstressed in
the tax area.
Mayor Bolen stated that up until a few days before this M&C was passed that he
voted for this. His constituence stated that they wanted more police protection.
He stated that the correct to make this
itch would be at the Budget Hearings an
that he hopes that citizens will workwith the City and make their conerns heard
at that time, rather than
[after a decison has een made.
