Jeffrey Richards summarized what he considered important issues for the council : DTPA , Wright Amendment , Turning Block Grant $ to State , Infant Mortality , Census Data . RESPONSE/CONCERNS : a . Agreement by council members that transfer of federal funds to state would affect Fort Worth negatively . b . Meadows : asked about status of Economic Development Grant request for $11 million . Staff : meeting has been scheduled with Secretary of Commerce next week to get status report . C . McCray : asked on status of Housing Authority grant . 2 . City of Fort Worth Previous Wage Rates ( I . R . No . 7515 ) SUMMARY: a . Request to update building construction trades/crafts wage rates . Current prevailing rates were adopted by the City Council in June 19 . 1979 . b . M&C will be presented at a later date . RESPONSE/CONCERNS : a . Meadows : asked if estimates had been made on direct costs . 3 . Approval of Human Relations Commission ByLaws ( M&C G-9064 ) a . Initially Commission intended to amend current by-laws and in doing research discovered there was no record of the Citv Council adopting any by-laws previously ; therefore requesting adoption of by-laws . 4 . Suspension of Lone Star Gas Company ' s Request to Increase its Rates in Fort Worth and Authorization to Engage Consultant ( M&C G-9065 ) SUMMARY a . Suspend request to increase rates for 90 days . b . Employ consultant to review rate increase . CITY COUNCIL 1 . Items Removed a . OCS-248 was removed from agenda by City Secretary and substituted by OCS-249 Contract with Tarrant County Elections Administrator for Services Related to the Mayor and City Council Election on May 4 , 1991 . 2 . Citizen Presentations a . Belmont and Rosemont representatives spoke in favor of a curfew ordinance . b . Ronnie Gray represented Building Trades support of fairer wage rates for building construction trades . C . Several residents living in historical district spoke in opposition of restrictions placed by Historical Society .
