HomeMy WebLinkAboutOrdinance 10830R ~~ APPROPRIATION - FROM ESTII~P,~,T~D;,~,ECEIPTS ORDINANCE N0. ~(J~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GRANT FUND, GR76, MISCELLANEOUS, ACCOUNT NO. 451337, NEIGHBORS AGAINST DRUGS, CENTER NO. 035206564000 OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1990-91 BY $28,354.00 AND APPROPRIATING SAID 528,354.00 TO THE GRANT FUND, GR76, SALARIES, ACCOUNT NO. 511010, NEIGHBORS AGAINST DRUG5, CENTER NO. 035206564000 SAID FUNDS TO BE USED FOR THE PURPOSE OF ESTABLISHING A COMMUNITY POLICING PATROL; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1990-91 and in the Budget of the City Manager, there shall also be increased estimated receipts by 528,354.00 in the Grant Fund, GR76, Miscellaneous, Account No 451337, Neighbors Against Drugs, Center No. 035206564000, and increased appropriations of $28,354.00, said 528,354.00 to be appropriated to the Grant Fund, GR76, Salaries, Account No. 511010, Neighbors Against Drugs, Center No. 035206564000 said funds to be used for the purpose of establishing a community policing patrol. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court or competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. c d ,; > . That this ordinance shall be cumulative of Ordinance No. 10652 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth SECTION 5. J This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. STRENGTH IN THE POLICE DEPARTMENT 2 4-16-91 **G-9112 ' °f - RECOMMENDATION: It is recommended that the City Council.: 1. Adopt the attached ordinance which: a. Adds one Police Officer position in the North Division of the Police Department, Fund GGO1, Center No. 0354100; and b. Deletes one temporary overage Corporal/Detective position in the South Division of the Police Department, Fund GGO1, Center No. 0355100. 2. Adopt. the attached appropriations ordinance increasing estimated receipts and appropriataons by $28,354 in Grant Fund GR76, Center 03520656400iO from increased revenue. DISCUSSION: On M&C G-8902 dated November 13, 1990, the City Council approved 981 authow,ized civil service positions within the Police Department. At that time there were 647 authorized Police Officer positions. Also, the department had 169 authorized Corporal/Detective positions but actually had 170 Corporal/Detectives. The Fort Worth Housing Authority has applied and received from the Department of Housin and Urban Develo ment funding for a grant entitled Neighbors Against Drugs NAD This program was developed to help eliminate drug•- related crime in public housing, specifically targeting the Butler Place/Addition. The program will require a cooperative effort from the Fori: Worth Police Department, local social service and community agencies, the Fori: Worth Housing Authority and residents of the Butler Place/Addition to provide alternatives to drugs and drug related crime. Primarily, the program will encompass a three phased approach which includes: Police: A uniformed Police Officer, with flexible hours stationed at Butler to establish a "community policing" patrol. Prevention: Fort Worth Housing Authority personnel to interface with community/social service agencies to institute training and self esteem modules in an effort to reduce drug-related crime. Intervention: Fort Worth Housing Authority personnel to counsel and focus on youth at the middle school level and above. In .order to provide the Police Officer to the Butler Place/Addition it is necessary that the Police Department''s authorized strength be increased. With the resignation of a Corporal/Detective on December 21, 1990, the temporary overage can now be deleted. Upon approval and completion of Recommendation 2, sufficient funds will be available in Grant Fund 76, Center 035206564000, Neighbors Against Drugs, to accomplish the "community policing patro l."
