AN ORDINANCE VACATING, ABANDONING AND CLOSING AND EXTIN-
GUISHING A PORTION OF A STREET RIGHT-OF-WAY LOCATED IN
THE KELL ESTATES ADDITION TO THE CITY OF FORT WORTH,
TEXAS; PROVIDING FOR REVERSION OF FEE IN SAID LAND;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PRO-
VIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
THAT the portion of the street right-of-way of Old Handley
Road from the west property line of Lot A, Block 1, Kell Estates
Addition, as recorded in Volume 38$-71, Page 434, P.R.T.C.T.,
eastward to its terminus at the former intersection of Haynie
Street and East Lancaster Avenue, including the remaining portion
of Haynie Street adjacent to Lot A, Block 1, Kell Estates
Addition, and as more specifically described in attached
Exhibit "A", attached hereto and incorporated herein be and the
same is vacated, abandoned and permanently closed and extin-
guished.
SECTION 2.
That the fee to the land in the above described vacated
street right-of-way is hereby released and shall revert to the
adjacent owner as provided by law, SAVE AND EXCEPT that easements
are retained for any and all existing and prospective utilities.
SECTION 3.
That all ordinances or parts of ordinances in conflict here-
with are hereby repealed.
SECTION 4.
That this ordinance shall take effect and be in full force
and effect from and after the date of its passage, and it is so
ordained.

METES AND BO~JNDS DESCRIPTION
For vacation of Old Handley Road from Lancaster Avenue, Westerly to the
West line of Lot "A", Block 1, KELL ESTATES SUBDIVISION, and including
a small portion of Haynie Street, being the Easterly one half of the
street from the South line of Lancaster Avenue to the North line of
Old Hanley Road, the West one half of this street was previously
vacated by City Ordinance No. 6876.
Being a parcel or tract of land situated in the City of Fort Worth,
Tarrant County, Texas, and being more particularly described as follows:
BEGINNING at an iron pin for the Northeast corner of Lot "A", Block 1,
KELL ESTATES SUBDIVISION, according to the Plat recorded in Volume
388-71, Page 434, Plat Records, Tarrant County, Te~cas, said corner
being in the South line of Lancaster Avenue at it's intersection with
the extension of the centerline of Haynie Street;
THENCE S 61°28'24" E along said South line of Lancaster Avenue a distance
of 190.84 feet to an iron pin found;
THENCE S 82°04'28" W, leaving said South line, a distance of 167.74 feet
to an iron pin found;
THENCE S 14°52'53" W a distance of 22.05 feet to a point, said point
being the beginning of a non-tangent curve whose radius bears S 13°24'48"
a radius of 2,844.92 feet;
THENCE along said curve, whose long chord bears N 79°56'02" W a distance
of 332.20 feet, thru a central angle of 6°41'39", to the end of said
curve, said curve being along the North line of the Union .Pacific
Railroad Company right-of-way;
THENCE N 20°06'51" E a distance of 60.75 feet to a point marked with an
iron pin, said point being the beginning of a non-tangent curve whose
radius bears S 7°00'02" W a radius of 2,904.92 feet;
THENCE along said curve, also along the South line of said Lot "A",
whose long chord bears S 80°38'42" E a distance of 238.66 feet, thru
a central angle of 4°42'31", to the end of said curve, marked with an
iron pin set;
THENCE N 85°03' E a distance of 60.75 feet to a point marked with an
iron pin;
THENCE N 14°45' E along the East line of said Lot "A" a distance of
55.0 feet to the "Point-of-Beginning".

RECOMMENDATION:
It is recommended that the City Council adopt an ordinance vacating a portion of
Old Handley Road from the west property line of Lot A, Block 1, Kell Estates
Addition, eastward to its terminus at the former intersection of Haynie Street
and East Lancaster Avenue (including the remaining portion of Haynie Street
adjacent to Lot A, Block 1 Kell Estates Addition), as recommended by the City
Plan Commission.
DISCUSSION:
Richard J. Hyde, owner of the property, and acting on behalf of the purchaser
,,
Race Track Petroleum, Inc., has requested that the City vacate this street right-
of-way (as shown on the attached map) in order to replat the vacated right-of-way
with the adjoining property for development as a retail sales and gasoline sale
outlet. The street is not open on the ground but does contain both sewer and
electric utilities. Necessary easement rights will be retained.
The Land Agent for the City of Fort Worth has determined that a fee of $28,440.00
satisfies the interest of the City in this street right-of-way.
Reviewing City departments and private utility companies have raised no objection
to this request.
A satisfactory replat has been submitted.
