AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROJECT FUND
IN THE AMOUNT OF $4,726,290.00, FROM AVAILABLE FUNDS, FOR THE
PURPOSE OF FUNDING CAPITAL PROJECTS AND EXPENDITURES;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF T14E CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Water
Capital Projects Fund in the amount of $4,726,290.00, from available funds, for the purpose of funding
capital projects and expenditures.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance in the Water and Sewer Capital Project Fund in the Amount of
$4,726,290.00 to Establish Fiscal Year 2016 Funding for Capital Projects (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Water and Sewer Capital Project Fund in the amount of$4,726,290.00
to fund two capital projects: (1) Vehicle and Equipment Replacement, and (2) Facility Repair and
Maintenance.
DISCUSSION:
On September 15, 2015 the City Council adopted the Water and Sewer Fund Operating Budget in the
amount of$425,583,755.00. This operating budget includes capital transfers of$4,048,070.00 for
vehicles and equipment and operating transfers of$678,220.00 for non-recurring operating expenses with
the intent of transferring these funds to the Water and Sewer Capital Project Fund.
Once this transfer is complete, the funds will be used to purchase vehicles, equipment and non-recurring
operating expenses that were included in the Fiscal Year 2016 Water and Sewer Operating Budget as
adopted by the City Council.
FISCAL INFORMATION I CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Water and Sewer Capital Project Fund. See the attachment for Funding Identifier
(FID) information.
