G AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE GENERAL FUND, GGO1, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1990-91 BY $1,568,526.79 AND DECREASING THE UNRESERVED, UNDESIGNATED FUND BALANCE BY THE SAME AMOUNT AND APPROPRIATING SAID 51,568,526.79 TO THE GENERAL FUND, 0001, TRANSFER PAYMENTS, ACCOUNT NO. 538070, NON-DEPARTMENTAL SPECIAL TRANSFERS, CENTER NO. 0909101 SAID FUNDS TO BE USED FOR THE PURPOSE OF TRANSFERRING SAID- FUNDS TO THE SPECIAL FUNDED CAPITAL PROJECTS FUND TO BUILD THE FOREST PARK PARKING LOT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR` ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1990-91 and in the Budget of the City Manager, there shall also be increased appropriations of 51,568,526.79 in the General Fund, GGO1, thereby decreasing the unreserved, undesgnated fund balance by the same amount and appropriating said 51,568,526.79 to the General Fund, GGO1, Transfer Payments, Account No. 538070, Non-Departmental Special Transfers, Center No. 0909101 said funds to be used for the purpose of transferring said funds to the Special Funded Capital Projects fund to build the Forest Park Parking Lot. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court or competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. ,, _. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 10652 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ardinances and appropriations are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECTION 5. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Adopt the attached supplemental appropriations ordinance, increasing appropriation in Fund GGO1, Non-Departmental Special Transfers Center No. 0909101, by $1,568,526.79 and decreasing the unrestricted, undesignated fund balance of General Fund by the same amount; 2. Authorize the City Manager to execute the following transfer of funds: From To Amount Non-Departmental Special Special Funded Capital $1,568,526.79 Transfers Projects, Fund GC35, Fund GGO1, Center No. Center 080300000000, 0909101 Forest Park Parking Lot 3. Authorize the City Manager to execute a contract with Austin Paving Company in the amount of $1,539,222.10 for the construction of parking lot improvements in Forest Park. 4. Authorize the City Manager to reimburse the General Fund unrestricted, undesignated fund balance in the amount of $1,568,526.79 upon receipt of annual G.S.I A. payment in June 1991. DISCUSSION On January 10, 1991, City Council approved M&C G-9000, the Forest Park conceptual parking plan as recommended. by the Park and Recreation Advisory Board. The plan provided for expansion of the current parking lot in the area from the east gate of the Zoo to Colonial Parkway, between Flamingo Drive and Park Place Drive. This construction contract will provide for a total parking lot capacity of 921 to accommodate zoo patrons and other Forest Park users. Plans and specifications have been prepared by the Park and Recreation Department/Planning and Development Division, and reviewed by the Department of Transportation and Public Works. Work includes site demolition, preparation, grading, drainage structures, park roads and parking, irrigation, planting, walks, entry plaza, parking lot lighting and ornamental lighting. All work will comply with project plans and specifications and Standard Specifications for Construction of the City of Fort Worth. SUBMISSION OF BIDS On April 4, 1991, bids were received after advertisement on March 14 and 21, 1991. The low total bid of $1,539,222.10 by Austin Paving Company is acceptable to the Park and Recreation Department. The recommended contract will include Units 1-4 All work is to be completed within one hundred (100) calendar days The lowest bidder, Austin Paving Company, has complied with the City's Policy for DBE Participation. Revenues derived from parking fees will repay the City's .construction costs. Upon adoption of the attached supplemental appropriation ordinance sufficient funds will be available in the. General Fund GGO1, Non-Departmental Center 0909101 for transfer. Upon completion of recommendation 2, sufficient funds will be available in Specially Funded Capital Projects Fund GC35, Center No. 080300000000, Forest Park Parking Lot for the construction activity. ~- - - ~ ~ °_ --------- The unrestricted, undesignated fund balance in the General Fund GGO1 after this transfer will be $22,907,533. Upon receipt of the annual GSIA payment of $1,434,193, sufficient funds will be available in the Capital Projects Reserve Fund in the amount of $1,568,526.79 to reimburse the General Fund balance.
