TION OF SAME IN THE MINUTE BOOK OF THE CITY COUNCIL OF FORT WORTH,
TERAS, AND BY FIT-ING THE COMPLETE ORDINANCE IN APPROPRIATE ORDINANCE
RECORDS OF SAID CITY; AND PROVIDING A?TD EFFECTIVE DATE.
WTIMEAS, the City of Fort Worth, Texas, has heretofore entered into a contract
with GE ITEIR' CONSTRUCTION COMPANY for the making and construction of certain
street improvements on the hereinafter described portions of streets, avenues and public places
in said City, to—wit:
NORTHWEST 21st STREET; From Jacksboro Hwy. to 140 feet east
of Roosevelt Avenue, Down and designated
as Unit No. 1.
HAGAN AVENUE; From 1451 northwest of 21st Street to
1901 southeast of 21st Street, known and
designated as Unit No. 2.
ROOSEVELT AVENUE; From 501 north of 21st Street to 2391
south of 21st Street, known and designated
as Unit No. 3.

WHMEAS, by sundry proceedings heretofore passed by the City Council of the
City of Fort Worth, Texas, including Ordinance No. 507 , a portion of the cost of
said improvements was levied and assessed against the respective properties abutting on each
of the above described portions of streets, avenues and public places and against the real
and true owners thereof; and,
W=AS, the City Council of the City of Fort Worth, Texas, has, upon re-
view, found and determined that, in some instances, in order to effect substantial justice
and equality, it is desirable and necessary to grant and issue certain credits against
some one or more of the assessments levied by Ordinance No. 507 and
WHMAS, the street improvements hereinabove mentioned have been completed
upon each of the portions of streets, avenues and public places hereinabove described, and
have been inspected and found to be in complete accordance with the contract therefor;
NOW, TH AFORE,
BE IT ORDAI�,73D BY TFC' CITY COUNCIL OF T?E CITY OF MET WORTH,
T?TXAS, THAT:
I.
The improvements on each of the portions of streets, avenues and public
places hereinabove described be, and they are hereby, accepted; and the contract with re-
ference thereto be, and it is hereby, found and declared fully completed and performed.
II.
The Mayor, be, and he is hereby, directed to issue and execute in the name
of the City, certificates in evidence of the special assessments levied against abutting
property and the owner thereof for such improvements, and the City Secretary is directed
to attest same and impress thereon the corporate seal of the City, all in accordance with
the proceedings relating to such improvements and assessments. The certificates shall be
numbered, shall describe the property against which the assessment has been levied, shall,
where known, state the name or names of the true owners of the respective parcels of pro-
perty assessed and shall be issued in an amount equal to the difference between the
principal amount of the assessment and the amounts of any credit issued thereon. The numbers
of the certificates, with the property descriptions to be shown on the respective certifi-
cates, to,-ether with the names of the owners of said property, the principal amount of the
assessment, the respective credits, if any which are hereby authorized, granted and allowed
against the principal amount of some one or more of the assessments heretofore levied, and the
principal amount for which each certificate is to be issued after giving effect to such credit,
if any, are hereby enumerated and itemized as follows:
When each of the certificates has been duly executed as hereinabove provid-
ed, same shall be delivered to the Tax Assessor-Collector as .part payment of the contract
price.
IV.
The City Secretary is hereby directed to engross and enroll this ordinance
by copying the caption of same in the Minute Book of the City Council of Fort Worth, Texas,
and by filing the. complete ordinance in the appropriate Ordinance Records of said City.
V.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage.

Contract Awarded: November 25, 1963 (M&C C-199)
Work Order Issued: January 16, 1964
Date of Final Inspection and Approval: May 13, 1964
Working Time Bid: 40 Working Days
During excavation much of the subgrade was found to be rock,
eliminating the need for lime stabilization. Excavation was-
more difficult, however, because of the rock and requires
an increase over the original estimates for unclassified street
excavation, concrete sub-drain, and unclassified trench excava-
tion,. The reduction of the amount of lime stabilization mare
than compensated for the expense of the increased work, but
the rock excavation increased the time required for the project.
It is therefore proposed that the working time be increased five
days from 40 to 45 days

Com liance With S eci.fications:
Attached is a tabulation of paving test cores showing results
of depth thickness. Test cores were made of the cement
stabilized base and asphalt surface after construction. As
shown on the core test report, some depth thicknesses of the
asphalt showed marginal compliance to surface depth require-
men�tst Based on additional cores taken, areas where hot-mix
asphaltic concrete surface was found deficient in excess
4 inch in thickness were removed and replaced to specifie
