ORDINANCE NO ~~~~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE
HEALTH INSURANCE FUND, FUND FE85, OF THE CITY OF FORT
WORTH FOR FISCAL YEAR 1990 BY $3,629,808 00 AND
APPROPRIATING SAID AMOUNT TO VARIOUS DEPARTMENTAL ACCOUNTS
FOR THE PURPOSE OF FUNDING THE HEALTH INSURANCE FUND,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT
AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
That in addition to Chose amounts allocated to the various City
departments for the Fiscal Year 1989-90 and in the Budget of the City Manager,
there shall also be increased estimated receipts an the Health Insurance Fund,
Fund FE85, thereby increasing appropriations as follows
I General Fund GGO1 by $2,b81,224 00 and decreasing the General Fund
unreserved, undesignated fund balance by the same amount; and
II Water and Sewer Fund PE45 by $480,480 00 and decreasing the Water
and Sewer Fund PE45 unreserved retained earnings by the same amount;
and
III Solid Waste Fund PE64 by $303,576 00 and decreasing the Solid Waste
unreserved retained earnings by the same amount, and
IV Equipment. Services Fund PI61 by $114,660 00 and decreasing the
Equipment Services PI61 unreserved retained earnings by the same
amount, and
V Municipal Airports Fund PE40 by $49,868 00 and decreasing the
Municipal Airports Fund PE40 unreserved retained earnings by the
same amount
SECTION 2
Should any portion, section or part of a section of this ordinance be
declared invalid, inoperative or void for any reason by a court of competent
jurisdiction, such decision, opinion or judgement shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which
said remaining provisions shall be and remain in full force and effect

SECTION 3
That this ordinance shall be cumulative of Ordinance No 10363 and all
other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to
engross and enroll this ordinance by copying the caption and effective date
into the minutes of the City Council and by filing this ordinance in the
ordinance records of the City of Fort Worth.
SECTION 5
Tha.s ordinance shall take effect and be in full force and effect from and
after the date o£ its passage, and it is so ordained

SUBJECT SUPPLEMENTAL APPROPRIATIONS ORDINANCE FOR 1990 HEALTH INSURANCE FOR RETIREES
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriations ordinances in Fiscal Year 1989-90
increasing estimated receipts in Health Insurance Fund FE85 and increasing
appropriations in the following funds:
a. General Fund GGO1 by $2,681,224 and decreasing the General Fund unreserved,
undesignated fund balance by a like amount, and
b. Water and Sewer Fund PE45 by $480,480 and decreasing the Water and Sewer
Fund PE45 unreserved retained earnings by a like amount, and
c. Solid Waste Fund PE64 by $303,576 and decreasing the Solid Waste unreserved
retained earnings by a like amount, and
d. Equipment Services Fund PI61 by $114,660 and decreasing the Equipment
Services PI61 unreserved retained earnings by a like amount, and
e. Municipal Airports Fund PE40 by $49,868 and decreasing the Municipal
Airports Fund PE~O unreserved retained earnings by a like amount, and
2. Approve funds transfers in FY 1989-90 as follows:

DISCUSSION:
The Fiscal Year 1989-90 Budget for the City of Fort Worth contained a provision for
payment of retiree's health insurance to the Health Insurance Fund by the Retirement
Fund on behalf of the retirees. In September 1989 a legal opinion rendered by a
consulting firm advised the City not to require the Retirement Fund to pay the City's
Health Insurance Fund for retiree's health insurance because of issues involving the
tax status of the Retirement Fund. Therefore, no payment for retiree's insurance was
made by the Retirement Fund for FY 1989-90.

SUBJECT SUPPLEMENTAL APPROPRIATIONS ORDINANCE FOR 1990 'HEALTH INSURANCE FOR RETIREES
City staff recommends including in FY 1989-90 business as audit adjustments the
contributions to the Health Insurance which were to be contributed 'by the Retirement
Fund in the original budget. Accordingly this M&C has been prepared to accomplish

this action by Supplemental appropriation ordinances in the amounts to be contributed
by each operating fund as listed in the budget with the exception of the two amounts
of $5,096 which are to be omitted because of their small size.
FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that upon adoption of the Supplemental
Appropriations Ordinances and approval of the fund transfers, money required for the
health insurance expenditures/expenses will be available in the Treasury to the credit
of the listed funds.
