ORDINANCE NO /-'G~'~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE SPECIAL TRUST FUND, FUND FE72, ACCOUNT 488332, CENTER 035535000000, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1991 BY $20,000 00 AND APPROPRIATING SAID AMOUNT TO THE SPECIAL TRUST FUND, FUND FE72, ACCOUNT 539120, CENTER 035535000000, FOR THE PURPOSE OF PROVIDING SPANISH LANGUAGE INSTRUCTION TO POLICE PERSONNEL; PROVIDING FOR A SEVERABILITY CLAUSE, HARING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1990-91 and in the Budget of the City Manager, there shall also be increased estimated receipts in the Special Trust Fund, Fund FE72, Account 488332, Center 035535000000, by the sum of $20,000 00 and appropriating said $20,000 000 to the Special Trust Fund, FE72, Account 539120, Center 035535000000 for the purpose of providing Spanish language instruction to police personnel SECTION 2 Should any portion, section or part of a sect;on of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No ].Ob52 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said confla.cting provisions o.f said prior ordinances and appropriations are hereby expressly repealed SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and. effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth ;~; k.,, .~ - ` -~ ."`. - SECTION 5. Adopt the attached Supplemental Appropriations ordinance increasing Special Trust Fund estimated receipts and appropriations by $20,000.00, and 2. Approve the use of $20,000.00 from the Special Trust Fund, Awarded Assets, to provide Spanish language instruction to police personnel. DISCUSSION: Over the course of the last twenty years a clear trend in the racial makeup of the north Fort Worth population has been established which clearly demonstrates that north Fort Worth is by majority Hispanic. Today, preliminary final statistics, of the 1990 Census of population show that 51.9% of north Fort Worth is Hispanic. Experience shows that the contacts made by Fort Worth Police officers with Hispanic citizens who speak limited or no English reflects poorly upon the City of Fort Worth and its Police Department. Limited communication between police and the citizens they serve in the community discloses a glaring inequity, at the very least, or in some cases can jeopardize the safety of both the citizen and officer unnecessarily. Philosophically, practically and morally this inequity should be corrected The Police Department proposes to train a volunteer group of officers from the North Division utilizing the Berlitz "Charter Program." This program is utilized by many companies and corporations with similar needs as the Police Department. Essentially, the volunteer group would be brought to an intermediate level of Spanish fluency. This would entail a thirty-six week course of instruction providing two 2-1/4 hour blocks of instruction per week. Selection from a volunteer group would be based upon the individual volunteer motivation and North Field Operation Division's need FISCAL INFORMATION/CERTIFICATION: The Director of Fiscal Services certifies that the money required for this expenditure is in the Treasury to the credit of the Special Trust Fund (Special Trust Fund FE 72, Center No. 035535000000, Awarded Assets).
