ORDINANCE NO. ~!
AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER
OF AUTHORIZED CIVIL SERVICE POSITIONS; CREATING
ONE ADDITIONAL POLICE OFFICER POSITION PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING
A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT
AND ENROLLMENT OF THIS ORDINANCE; PROVIDING AN
EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total authorized number of
positions at each rank in the Police Department for the remainder
of the 1990-91 Fiscal Year, and
WHEREAS, the City's Ordinance 10829, the most recent ordinance
concerning the authorized and budgeted positions for the Police
Department, adjusted the Department civil service staffing as
follows:
Police Officers 648
Corporal/Detectives 169
Sergeants 105
Lieutenants 42
Captains 12
Deputy Chiefs 5
TOTAL 981
WHEREAS, the Chief of Police now requests the Council to adjust the
authorized number of Police Department civil service positions into
conformity with the proposed changes as set forth immediately above
in order to effect efficient economy of the operations of the
City's operations of the City's municipal services; and
WHEREAS, the specification and authorization of the correct number
of budgeted civil service positions is now a necessity; NOW,
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That effective Tuesday, ~ ~ ~ ~1, the
following positions are the ~ ly c it service positions authorized
in the City of Fort Worth Pol ce D partment for the remainder of
the fiscal year 1990-91 or until modified bg subsequent ordinance:
Police Officers 649
*Corporal/Detectives 169
Sergeants 105
Lieutenants 42
Captains 12
Deputy Chiefs 5
TOTAL 982
*Creates one new position.

SECTION 2.
This ordinance shall be cumulative of all provisions of previous
ordinances and of the Code of the City of Fort Worth, Texas (1986),
as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of prior civil service staffing
ordinances for the Police Department and such Code, in which event
conflicting provisions of such ordinances and such Code provisions
are hereby repealed.

incorporated herein by reference for further clarification and
explanation of the purposes and intents of the Council in their
adoption of this ordinance.
SECTION 3.
It is hereby declared to be the intention of the City Council that
the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and, if any phrase, clause, sentence,
paragraph~or section of"~`this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted
by the City Council without the incorporation in this ordinance of
any such unconstitutional phrase, clause, sentence, paragraph or
section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed to
engross and enroll this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing the
ordinance in the ordinance records of the City.
SECTION 5.
This ordinance shall take effect and be in full force and effect
from and after its passage, and it is so ordained.

ADJUST CIVIL SERVICE AUTHORIZED STRENGTH FOR THE POLICE DEPARTMENT
RECOMMENDATION:
It.is recommended that the City Council approve the attached ordinance specifying the
authorized positions in the Police Department and increasing the Police Department's
authorized strength by adding one Police Officer position.
DISCUSSION:

The Police Department's current authorized strength includes 981 authorized civil
service positions
The Fort Worth Independent School District Board has approved funding for an additional
Police/School Liaison Team and has requested that an additional Police Officer be
assigned to this function The Police/School Liaison program began in 1965 with one
team and consists of a school advisor and a police officer on each team. As
disciplinary problems and criminal violence increased ~n the schools, additional teams
were added to the program, until reaching its present level of six Police/School
Liaison Teams. The teams respond to calls for assistance from Fort Worth Independent
School District principals which may involve disciplinary problems or a criminal
offense If the request for assistance involves a disciplinary problem, then it is the
responsibility of the school advisor If the request for assistance involves a
criminal offense, then the police officer is responsible. Most calls for assistance
involve both disciplinary problems and criminal offenses, in which case both the school
advisor and police officer respond and are responsible for their respective areas of
jurisdiction.
FISCAL INFORMATION/CERTIFICATION.
The school district pays for all costs involved for a police officer assigned to the
Police/School Liaison Team.
