HomeMy WebLinkAboutOrdinance 10885~_ i ~'~~~ ORDINANCE NO y~'~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS RESULTING FROM CHARGES BY VARIOUS CITY DEPARTMENTS FOR TEMPORARY CLERICAL SERVICES IN THE TEMPORARY LABOR FUND OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1990-91 BY $300,000 00 FOR THE PURPOSE OF PROVIDING TEMPORARY LABOR SERVICES TO THE VARIOUS CITY DEPARTMENTS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1990-91 and in the Budget of the City Manager, there shall also be increased estimated receipts resulting from charges for temporary clerical services in various City departments, and increased appropriations of $300,000 00 in the Temporary Labor Fund, Fund 17, Center Number 14-00-00, for the purpose of providing temporary labor services to various City departments SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. '~~ a i,3 SECTION 3 That this ordinance shall be cumulative of Ordinance No 10652 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY ~. Adopt the attached supplemental appropriations ordinance increasing estimated receipts in the Temporary Labor Fund by $300,000.00 and increasing appropriations in the Temporary Labor Fund by the same amount from increased revenues, and 2. Authorize the $300,000.00 to be used to provide Temporary Labor services to various City departments. DISCUSSION: The Temporary Labor Fund was established October 1, 1987, as a means of providing low cost, Temporary Clerical/Administrative support to City departments. The intent was to provide this service in-house, rather than contracting with an outside agency as was done in the past, and at a reduced cost. At this time, the number of temporaries paid from the Temporary Labor Fund has exceeded the estimates for this year's operations and therefore, a supplemental appropriation of $300,000.00 is required. This amount will also satisfy the federal requirement of a 7 65% deduction for social security for all temporary employees effective July 1, 1991 Revenue is generated in the Fund by charging user departments a $1 15 per hour mark-up for temporary services.
