ORDINANCE NO ~~~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL REVENUE FUND OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1990-91 BY $47,250 00 FOR THE PURPOSE OF FUNDING INFORMATION SERVICE PERSONNEL AT THE FORT WORTH WATER GARDENS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1990-91 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations by $47,250 00 in the Special Revenue Fund for the purpose of funding information service personnel at the Fort Worth Water Gardens SECTION 2. CARTER FOUNDATION FOR FORT WORTH WATER GARDENS INFORMATION SERVICE PERSONNEL RECOMMENDATION: It is recommended that the City Council: 1. Accept a contribution of $47,250.00 from the Amon G. Carter Foundation for the purpose of funding information service personnel at the Fort Worth Water Gardens, and 2. Adopt the attached appropriations ordinance increasing estimated receipts and appropriations by $47,250.00 in Special Revenue Fund, and 3. Waive collection of any indirect costs. DISCUSSION: The Amon G. Carter Foundation has donated to the Park and Recreation Department $47,250.00 to fund information service personnel at the Fort Worth Water Gardens. The purpose is to provide assistance to visitors, to promote enjoyment of the Water Gardens and to foster a greater appreciation of this unusual municipal asset. The City has exclusive control of the implementation and management of this service, including but not limited to the selection, training, responsibilities, supervision, retention, and dismissal of the personnel involved as well as the information distributed by them. The Park and Recreation Department currently has two Water Gardens Information Service Officers (ISO) on staff. The hours of patrol are 7:00 a.m. to 7:00 p.m The ISO provide information on Water Gardens features, history and rules, distribution of brochures, and guided tours on request for the visitors. The main objective of this program is to enhance the public relations effort of the department by providing information to all tourists who visit the Water Gardens site. The officers are equipped with two-way radios and have access to a telephone in the event that emergency situations occur. This $47,250.00 contribution is the third and final payment from the Amon G. Carter Foundation; it will cover the operation until August 1992, when all funds are expected to be spent. These funds cover direct costs of salaries, benefits, uniforms, supplies and equipment.
