RECOMMENDATION
It is recommended that -the City Council adopt the attached
amendment to the City Retirement Ordinance, Chapter 2, Article
VI, Division I, Section 2-218, which amends the ordinance to
require that on ~ amendments to the City's contribution rate
which would require the issuance of tax-supported bonds be
approved at an election of the qualified voters of the City of
Fort Worth
DISCUSSION
Currently the Retirement Ordinance gives the City Council
authority to amend any and all of the terms and provisions of the
ordinance, except those sections relating to contributions by
members and the City, without submitting such amendments to
qualified voters entitled to vote on the question of the issuance
of tax-supported bonds The staff believes that the original
intent of this provision was to protect the taxpayer against
increases in the City's contribution to the Retirement Fund which
might place upon them an additional tax burden. The recommended
amendment is to clarify the language of the Ordinance to reflect
this purpose
