~~`" ORDINANCE N O ,f.' 1;, .~ - .~ AN ORDINANCE INCREASING APPROPRIATIONS IN THE PARKING BUILDING FUND 59, PARKING FACILITIES ACCOUNT NO 16-20-05 IN THE AMOUNT OF $17,000 AND DECREASING, BY THE SAME AMOUNT, THE UNRESERVED, UNDESIGNATED RETAINED EARNINGS OF THE PARKING BUILDING FUND 59, FOR THE PURPOSE OF INSTALLING FENCES AND MOTORIZED GATES TO ENHANCE PARKING LOT SECURITY, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1989-90 and in the Budget of the City Manager, there shall also be increased appropriations in the Parking Building Fund 59, Parking Facilities Account No 16-20-05 in the amount of $17,000, thereby decreasing the unreserved, undesignated Retained Earnings by the same amount, for the purpose of installing fences and motorized gates to enhance parking lot security SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 ' That this ordinance shall be cumulative of Ordinance No 10363 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Adopt the attached supplemental appropriations ordinance increasing appropriations by $17,000 in Parking Building Fund 59, Parking Facili- ties Account No. 16-20-05 and decreasing by the same amount the Unreserved, Undesignated Retained Earnings of the Parking Building Fund, and 2. Authorize the use of these funds for improving security on City-owned parking lots designated for employee and City-owned vehicles. DISCUSSION Vandalism and theft is an ever-increasing problem on City parking Lot No. 2 located at Lancaster and Monroe. City-owned vehicles parked in this lot are sustaining slashed tires, smashed windows, stolen wheels and other damage and theft. Installation of an ornamental security fence, complete with motorized gate, has been contracted for $19,972. Only $10,000 was included in the cur- rent budget for this purpose. On April 4, 1989, 'M&C G--7987 was approved, transferring $8,000 from reserves to the operating budget .in order to erect a chain-link fence topped with barbed wire around~Lot.,No. 2. In August, an M&C to approve a contract to perform this work. was held~up for the purpose of determining if a more desir- able fence could be a"re~ct~ed and still resolve the security problems. As a result of various meetings, it was determined that in keeping with the Down- town Improvement District Plan, an upgrade of the type of fence to be installed would be requiredfso that appearances would be more decorative. With the end of FY 19.88-8'9, the $8,000 approved for this work was closed to the Fund's Retained Earnings and the necessary unbudgeted sum must now be transferred from und-es~i`gnat'ed, unreserved retained earnings for Fiscal 1990. The Office of Management Services has directed that this method of accounting be used. Fire employees parking in City Lot No. 5 behind Fire Station No. 2 are also sustaining damage and theft to their vehicles. Bids are being solicited for chain-link fencing around this whole lot, estimated to cost $21,000. Since Parking Facilities Division leases a portion of this lot to City employees, it is proposed that Parking Facilities contribute $7,000 toward the cost of this fence.
