HomeMy WebLinkAboutOrdinance 10517ORDINANCE NO AN ORDINANCE INCREASING THE APPROPRIATIONS THE GENERAL FUND AND IN VARIOUS ENTERPRISE AND INTERNAL SERVICE FUNDS OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1988-89 BY THE AMOUNTS INDICATED BELOW, THEREBY DECREASING THE UNRESERVED, UNDESIGNATED FUND BALANCES AND UNRESERVED, UNDESIGNATED RETAINED EARNINGS OF THE RESPECTIVE FUNDS BY THE AMOUNTS INDICATED, FOR THE PURPOSE OF FUNDING DEPARTMENTAL EXPENDITURES NECESSARY TO CLOSE THE FISCAL YEAR; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1988-89 and in the Budget of the City Manager, there shall also be increased appropriations in the operating accounts of each department for the funds listed below, by appropriating the respective amounts from the unreserved, undesignated fund balance and unreserved, undesignated retained earnings of each of the named funds I General Fund 01 Mayor and Council $ 5,200 City Manager 37,500 Information Systems and Services 1 74,200 Internal Audit 2 , 8 5 0 Legal 2 , 41 0 Planning 6,400 Culture and Tourism 1 0 0 Public Events 203.800 Total General Fund 01 432,460 II Temporary Labor Fund 17 104,200 III Airport Debt Service Fund 41 2 0 0 IV Group Health Insurance Fund 85 1 ,071 ,500 SECTION 2 Should any portion, section or .part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. General Fund O1 departments by $432,460 and decreasing General Fund 01 unreserved, undesignated fund balance by a like amount, 2. Temporary Labor Fund 17, Personnel Department by $104,200 and decreasing Temporary Labor Fund 17 unreserved, undesignated fund balance by a like amount, 3. Airport Debt Service Fund 41 by $200 and decreasing the Airport Debt Service Fund 41 reserved fund balance by a like amount, and 4. Group Health Insurance Fund 85 by $1,071,420 and decreasing the Group Health Insurance Fund 85 unreserved, undesignated fund balance by a like amount. BACKGROUND The City's annual operating budget is formally enacted into law by the City Council adopting an appropriations ordinance which establishes spending limits for each department's operation. Each year as the City's September 30th fiscal year-end approaches some depart- ments will have spent their entire annual appropriation prior to the record- ing of all applicable expenditures for the year. To avoid delay in the critical timing of closing out the fiscal year, additional appropriations are entered into the Finance/Accounting system which allows all charges to be posted. Increasing the deficit in the unreser:,ved, undesignated fund balance of the Health Insurance Fund 85 will provide for the adoption of the recommended supplemental appropriations in this fund.
