AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS AT EACH RANK IN THE
POLICE DEPARTMENT; CREATING ONE ADDITIONAL CORPORAL/
DETECTIVE POSITION IN THE DEPARTMENT; DELETING ONE
SERGEANT POSITION; AUTHORIZING ONE OVERAGE CORPORAL/
DETECTIVE POSITION; PROVIDING THAT THIS ORDINANCE
SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDI-
NANCE; AND PROVIDING AN EFFECTIVE DATE
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total authorized number of
positions at each rank in the Police Department for the remainder
of the 1990-1991 Fiscal Year; and
WHEREAS, the City's Annual Budget Ordinance for the
1990-1991 Fiscal Year (No. 10652), the most recent ordinance con-
cerning the authorized and budgeted positions for the Police
Department, adjusted the Department civil service staffing as
follows:
Deputy Chiefs 5
Captains 12
Lieutenants 42
Sergeants 106
Corporal/Detectives 168
Police Officers 647
TOTAL 980
WHEREAS, the Chief of Police now requests the Council to
adjust the authorized number of Police Department civil service
positions into conformity with the proposed changes as set forth
immediately above in order to effect efficient economy of the
operations of the City's municipal services; and

WHEREAS, the specification and authorization of the correct
number of budgeted civil service positions is now a necessity and
is required by law to be established by ordinance; NOW,
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1
That, effective Tuesday, 1990, the following
positions are the only civil service positions authorized in the
City of Fort Worth Police Department for the remainder of the

Fiscal Year 1990-91 or until modified by subsequent ordinance:
Deputy Chiefs 5
Captains 12
Lieutenants 42
Sergeants 105*
Corporal/Detectives 170**
Police Officers 647
TOTAL 981
*Deletes one position
**Creates two new positions.
SECTION 1.
This ordinance shall be cumulative of all provisions of pre-
vious ordinances and of the Code of the City of Fort Worth, Texas
(1986), as amended, except where the provisions of this ordinance
are in direct conflict with the provisions of prior civil service
staffing ordinances for the Police Department and such Code, in
which event conflicting provisions of such ordinances and such
Code provisions are hereby repealed .,

The "Mayor and Council Communication" memorandum of ,
reference No. is hereby expressly incorporated
herein by reference for further clarification and explanation of
the purposes and intents of the Council in their adoption of this
ordinance
SECTION 3
It is hereby declared to be the intention of the City Coun-
cil that the sections, paragraphs, sentences, clauses and phrases
of this ordinance are severable, and, if any phrase, clause, sen-
tence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been
enacted by the City council without the incorporation in this
ordinance of any such unconstitutional phrase, clause, sentence,
paragraph or section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby
directed to engross and enroll this ordinance by copying the cap-
tion and effective date in the minutes of the City Council and by
filing the ordinance in the ordinance 'records of the City

SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

~~ / RECOMMENDATION:
It is recommended that the City Council approve the attached ordinance which:
1. Deletes one Sergeant's position from the Training Division°Weapons Range
in the Police Department, Fund GG01, Center No. 0353201;
2. Adds one Corporal/Detective position in the Training Division-Weapons
Range in the Police Department, Fund GG01, Center No. 0353201; and
3. Authorizes one temporary overage Corporal/Detective position for the
department to be deleted as soon as the next vacant Corporal/Detective
position occurs.
DISCUSSION:
In M&C G-8244 dated September 26, 1989, the City Council approved the
addition of a Sergeant's position in the Training Division-Weapons Range to
better align the functions of that section. This realignment was necessary
when the previous Rangemaster was promoted to Sergeant and no Sergeant
position existed at that time in the Training Division-Weapons Range account.
The department felt that a greater need existed for the Rangemaster to
continue his duties at the Weapons Range rather than transferring him to
another duty assignment. Since that time the Sergeant has resigned his
position with the Police Department and another Rangemaster has been selected
who holds the rank of Corporal/Detective. Therefore the Corporal/Detective
position is carried as an overage in the Training Division-Weapons Range.
Approval of this change will appropriately reflect current staffing.
During fiscal year 1989-9•U, the department was authorized 171
Corporal/Detective positions and at the end of the fiscal year the department
had 171 actual Corporal/Detectives. With the adoption of the 1990-91 budget
the number of authorized Corporal/Detective positions was reduced to 168.
Through one demotion and the reclassification described above, the department
will have an authorized strength of 169 with 170 actual Corporal/Detectives.
The creation of one temporary overage Corporal/Detective position is,
therefore, necessary at this time. The temporary position will be deleted at
the first o,ppo.rtunity when a vacant Corporal/Detective position occurs
througti`attri`tion or promotional opportunities.

FINANCING:
The cost of one additional Corporal/Detective position for approximately
three mon ths is $8,447.00. This amount will be absorbed in the Police
Department budget through salary savings.
