HomeMy WebLinkAboutOrdinance 10526ORDINANCE NO /D~~ AN ORDINANCE INCREASING APPROPRIATIONS IN THE GENERAL FUND O1,NQN-DEPARTMENTAL ACCOUNT NO 90-94-00, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1989-90 BY THE SUM OF $100,000, THEREBY DECREASING THE UNRESERVED, UNDESIGNATED FUND BALANCE OF THE GENERAL FUND 01 BY THE SAME AMOUNT FOR THE PURPOSE OF TRANSFERRING THE MONIES TO THE SPECIAL TRUST FUND 72, PROJECT NO 512300-00 TO FINANCE THE PRODUCTIVITY INVESTMENT PROJECT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL 'OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1989-90 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund 01, Non-Departmental Account No 90-94-00, in the amount of $100,000, thereby decreasing the unreserved, undesignated fund balance of the General Fund 01, by the same amount for the purpose of transferring the monies to the Special Trust Fund 72, Project No 512300-00 to finance the Productivity Investment project. SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. S ECTIO"N 3 That this ordinance shall be cumulative of Ordinance No 10363 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Authorize the City Manager to create a Productivity Investment Fund to b~ used to improve services and reduce costs, 2. Adopt the attached Supplemental Appropriation Ordinance appropriating $100,000 to the General Fund O1, Non-Departmental Account No. 90-94-00. This will result in an increase in appropriations in the General Fund O1 in the amount of $100,000 and a decrease in the General Fund's Unreserved, Undesignated Fund balance, and 3. Approve the transfer of $100,000 from the General Fund O1, Non-Departmental, Account No. 90-94-00 to the Special Trust Fund 72, Project No. 512300-00, Productivity Investment Fund to provide funds to finance this project. DISCUSSION. On January 30, 1990, the City Council received Informal Report No. 7438 that proposed the creation of a new mechanism (Productivity Investment Fund) that would permit General Fund Departments to fund off-budget cycle projects. The Productivity Investment Fund (PIF) will function as an internal grant program that General Fund .departments may apply to for financing any projects or any operating changes that will result in reduced operating costs or increased revenue. A sum of $100,000 will be required to establish the program. The PIF will be established in a separate Special Trust Fund account to simplify program administration and project tracking. The grant application process wi~ll~~be administered by the Office of Management Services. The process ~r~oul'da,beg`i~n:with submittal of the application to the Office of Manageme`n~ Services. The Productivity Improvement Section would forward the application first to the applicable budget analyst for analysis and then to a committee of If,ive to seven personnel appointed by the City Manager for ranking and recommendations. A list of recommended projects will be forwarded to the City Manager for review and approval. The City Manager will then recommendsproje'c~ts for City Council approval. On January 30, 1990,. at Pre-Council, a presentation was made on this program. City Council directed the staff to prepare the necessary correspondence to create this program. As a result of these directions, this M&C is forwarded to City Council for action. The General Fund's Unreserved, Undesignated Fund balance will be $27,580,130 after transfer.
