AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE TEMPORARY LABOR FUND 17, PERSONNEL, ACCOUNT NO 14-00-00 OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1989-90 BY $200,000 AND INCREASING APPROPRIATIONS BY SAID AMOUNT TO THE TEMPORARY LABOR FUND 17, PERSONNEL DEPARTMENT, ACCOUNT NO 14-00-00, FOR THE PURPOSE OF PROVIDING SUPPLEMENTAL FUNDS FOR PAYMENT OF ADDITIONAL TEMPORARY LABOR SERVICES TO VARIOUS CITY DEPARTMENTS FOR THE REMAINDER OF FISCAL YEAR 1989-90; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY TWE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1989-90 and in the Budget of the City Manager, there shall also be increased estimated receipts of $200,000 in the Temporary Labor Fund 17, Personnel, Account No 14-00-00 and increased appropriations of $200,000 in the Temporary Labor Fund 17, Personnel Department, Account No 14-00-00 for the purpose of providing supplemental funds for payment of additional temporary labor services to various City departments for the remainder of fiscal year 1989-90 SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 10363 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Adopt the attached supplemental appropriations ordinance increasing estimated receipts in the Temporary Labor Fund 17, Personnel, Account No. 14-00-00, in the amount of $200,000 and increasing appropriations in the Temporary Labor Fund 17, Personnel, Account No. 14-00-00, by the same amount; and 2. Authorize that the $200,000 be used to provide temporary labor services to various City departments. DISCUSSION: The Temporary Labor Fund was established October 1, 1987, as a means of providing low cost, temporary clerical support to City departments. The intent was to provide this service in-house rather than contracting with an outside agency, as was done in the past, and to do so at a reduced cost. The program has been very successful. Because City departments are now able to obtain qualified temporaries quickly and at a much lower cost, use has increased significantly. For the remainder of the fiscal year, user depart- ments, in light of the City's current fiscal situation, are being requested to limit the use of temporaries except in essential operations. At this time, the number of temporaries paid from the temporary fund has exceeded the estimates for this year's operation; and, therefore, a supple- mental appropriation of $200,000 is required. This revenue will be generated in the fund by charging user departments a $1.15 per hour mark-up for tempo- rary services, as has been the practice in the past. FINANCING: Upon adoption of the attached supplemental appropriations ordinance, suffi- cient funds will be available in Temporary Labor Fund 17, Personnel, Account No. 14-00-00, for continued temporary labor service operation. The addition- al revenue will be recorded in Index Codes 087072 and 087080. The expendi- ture will be made from Index Code 271726, Extra Help.
