ORDINANCE NO
AN ORDINANCE INCREASING APPROPRIATIONS BY $182,868 IN THE PARKING FACILITIES FUND 59, ACCOUNT
NO 16-2Q-03 AND DECREASING THE UNRESERVED, UNDESIGNATED RETAINED EARNINGS OF THE PARKING
FACILITIES FUND 59, BY THE SAME AMOUNT FOR THE PURPOSE OF CONSTRUCTING A ROOF OVER THE
MUNICIPAL PARKING GARAGE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1989-90 and in the Budget of the City Manager, there shall also be increased appropriations in the
Parking Facilities Fund 59, Account No 16-20-03, in the amount of $182,868, thereby decreasing
the unreserved, undesignated Retained Earnings by the same amount, for the purpose of constructing a
roof over the municipal parking garage
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall
in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 10363 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this
ordinance by copying the caption and effective date into the minutes of the City Council and by filing this
ordinance in the ordinance records of the City of Fort Worth
SECTION 5
This ordinance shall take effect and be in full force and effect from and after the date of its
passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council authorize the City Manager to.
1. adopt the attached supplemental appropriations ordinancE~ increasing
appropriations by $182,868 in Parking Facilities 59, Account No.
16-20-03, and decreasing by the same amount the Unreserved, Undesignated
Retained EaPnings of the Parking Facilities Fund 59 for they purpose of
constructing a roof over the Municipal Parking Garage, and
2. execute a contract with N.C. Sturgeon, Inc. for design and construction
of a metal building roof over the Municipal Parking Garage for $182,868.
DISCUSSION
On June 22, 1982 (M&C C-6386), the City Council authorized a contract for
application of a water-proofing membrane on the Municipal Parking Garage
floors.
Water seepage through hair-line cracks on the roof is causing the concrete to
spall from the reinforcing steel. Continued spalling could cause structural
damage. An attempt was made in 1986 to repair the hair-line cracks without
success.
A request for proposal was sent to twenty metal buildiny erectors on
September 28, and a notice to bidders was advertised on September 28, 1989
and October 5, 1989 for a contract to design and erect a metal roof over the
structure to shed the water away froin the sixth floor thus preventing further
damage to the concrete.

FINANCING
Upon approval of Recommendation 1, sufficient funds will be av;ai~l'able in
Parking Facilities 59, Account No. 16-20-03, in the amount of $182,868.
Expenditures will be charged to Index Code 334417, Outside Repair and
Maintenance. The unr eserved, undesignated retained earnings in Fund !59 will
~e $438,630 after th is transfer.
