HomeMy WebLinkAboutOrdinance 10551~^ ORDINANCE NO D~~ AN ORDINANCE INCREAS{NG THE ESTIMATED RECEIPTS IN THE SPECIAL REVENUE FUND 03, PROJECT 801000- 04, WATER GARDENS INFORMATION SERVICE, OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1989-90 BY THE SUM OF $45,000 AND APPROPRIATING SAID $45,000 TO THE SPECIAL REVENUE FUND 03, PROJECT 801000-04, WATER GARDENS INFORMATION SERVICE, FOR THE PURPOSE OF FUNDING THE FORT WORTH WATER GARDENS INFORMATION SERVICE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENTAND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1989-90 and in the Budget of the City Manager, there shall also be increased estimated receipts in the Special Revenue Fund 03, Project No 801000-04, Water Gardens Information Service, in the amount of $45,000 and increased appropriations of said $45,000 in the Special Revenue Fund 03, Project No 801000-04, Water Gardens Information Service, for the purpose of funding the Fort Worth Water Gardens Information Service SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 10363 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Accept• $45,000 from the Amon G. Carter Foundation for the purpose of funding information service personnel at the Fort Worth Water Gardens, and record receipt of this money in Special Revenue Fund 03, Project No. 801000--04, Water Gardens Information Service, Index Code 088542; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $45,000 in Special Revenue Fund 03, Project No. 801000-04, Water Gardens Information Service, from increased revenues; and 3. Approve expenditures of this $45,000 for the Fort Worth Water Gardens Information Service, and 4. Waive collection of indirect costs in the amount of $12,307. DISCUSSION The Amon G. Carter Foundation has donated to the Park and Recreation Depart- ment $45,000 to fund information service personnel at the Fort Worth Water Gardens. The purpose is to provide assistance to visitors, to promote enjoy- ment of the Water Gardens and to foster a greater appreciation of this un- usual municipal asset. The City would .have, exclusive control of the implementation and management of this serv'ice,"'including~but not limited to the selection, training, responsi- ~`. ,, ~r,n .+.• bilities, s~up:erui,sion;retention, and dismissal of the personnel involved as well as the information distributed by them. GRANT/WATER GARDENS, ,,.t. The Park and Recreation Department currently has three Water Gardens Informa- tion Service .O,ff,ice.rs ~(•ISO) on staff. The hours of patrol are 10:00 a.m. to 10:00 p.m:°w The-~-ISO~-provide information on Water Gardens features, history and rules, distribute brochures, and guide tours on request for the visitors. The main objective of this program is to enhance the public relations effort of the department by providing information to all tourists who visit the Water Gardens site. The officers are equipped with two-way radios and have access to a telephone in the event that emergency situations occur. This $45,000 grant is expected to cover the operation during fiscal year 1989-90. The grant covers direct costs of salaries, benefits, uniforms, sup- plies and equipment. The Amon G.
