APPROPRIATIONS _ SUPPLEMENTAL APPROPRIATION FROM UNDESIGNATED
FUND BALANCE STAGING IN~/~J FU`~ND
ORDINANCE NO. ~/v~ "_
AN ORDINANCE APPROPRIATING $86,572.00 TO THE GENERAL
FUND GGO1, NON-DEPARTMENTAL-CONTRACT ADMINISTRATION,
ACCOUNT NO. 539120, CENTER N0. 0906601, AND DECREASING
THE UNRESTRICTED, UNDESIGNATED FUND BALANCE BY THE SAME
AMOUNT FOR THE PURPOSE OF FUNDING AN ABATEMENT CONTRACT
WITH EMTECH ENVIRONMENTAL SERVICES FOR REMOVAL,
DISPOSAL AND SITE CLEAN-UP OF PCB TRANSFORMERS AND
RELATED MATERIAL; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City
departments for the Fiscal Year 1990-91 and in the Budget of the
City Manager, there shall also be increased appropriations in the
General Fund GGO1, Non-Departmental-Contract Administration,
Account No. 539120, Center No. 0906601, in the amount of
$86,572.00, thereby decreasing the unrestricted, undesignated
Fund Balance by the same amount for the purpose of funding an
abatement contract with Emtech Environmental Services for the
removal, disposal and site clean-up of PCB transformers and
related material.
SECTION 2.
Should any portion, section, or part of a section of this
ordinance be declared invalid, inoperative or void for any reason
by a court or competent jurisdiction, such decision, opinion or
judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 10652
and all other ordinances and appropriatians amending the same
except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby --~°~

repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed.
to engross and° enroll this ordinance by copying the caption and
effective date into the minutes of the City Council and by filing
this ordinance in the ordi-Hance records of the City of Fort
Worth.
SECTION 5.
This ordinance shall take effect and be in full force and effect
from and after the date of its passage, and it is so ordained.

RECOMMENDATION:
It is recommended that the Council take the following action:
1) adopt the attached supplemental appropriations ordinance increasing
appropriation by $86,572 in General Fund GGO1, Non-Departmental -
Contract Administration Center No. 0906601, and decreasing the
unreserved, undesignated Fund balance of the General Fund by the same
amount; and
2) authorize the City Manager to execute an abatement contract with
EmTech Environmental Services, a local firm, for the removal,
disposal and site clean-up of PCB transformers and related material
for an amount not to exceed $86,572.
DISCUSSION:
On October 3, 1990, Hahnfeld Associates informed staff of the potential for
release of PCB contaminated oil from transformers located in the Will
Rogers Memorial or Auditorium. Consequently, staff requested that EmTech
Environmental Services perform a detailed analysis without delay, for
possible PCB contamination in three (3) transformer rooms within the
auditorium. Subsequent test results indicated the existence of PCB
contamination in two (2) of the three (3) transformer rooms. Those two (2)
transformers provided power to the portion of the auditorium occupied by
City staff, as well as to some outside lighting and a small area of the
Coliseum, preventing the immediate action required by regulations.
Temporary transformers were ordered and now have been installed, allowing
unrestricted access to the PCB contamination with no disruption of normal
activities.
By law the City is required to remove PCB contamination without delay. In
staff's opinion, it is in the City's best interest to proceed immediately
with this project, therefore staff's recommendation is that the City enter
into a contract for abatement with EmTech Environmental Services due to
their previous involvement and their outstanding qualifications in
hazardous waste clean-up. Staff has reviewed the scope of work and
believes the estimated cost of clean-up is fair.
EmTech has complied with the City's DBE Policy.
FINANCING:
Upon approval and completion of recommendation No. 1, sufficient funds will

be available in Non-Departmental Fund GGO1, Center No. 0906601, Contract
Administration. Expenditures will be made from Account No. 539120, Other
Contractual Services. The Unreserved, undesignated General Fund Balance
will be $23,323,.441.00 upon completion of this transfer.
