ORDINANCE NO ,
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND 01, POLICE
DEPARTMENT, SPECIAL OPERATIONS DIVISION, IN THE AMOUNT OF $5,320, AND APPROPRIATING
SAID AMOUNT TO THE GENERAL FUND 01, POLICE DEPARTMENT, SPECIAL OPERATIONS DIVISION,
ACCOUNT NO 35-44-00, THEREBY INCREASING APPROPRIATIONS IN THE GENERAL FUND 01, BY THE
SAME AMOUNT FOR THE PURPOSE OF PURCHASE OF TWO PORTABLE MOBILE PHONES FOR USE BY THE
POLICE DEPARTMENT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the
Fiscal Year 1989-90 and in the Budget of the City Manager, there shall also be increased
estimated receipts in the General Fund 01, Police Department, Special Operations Division,
in the amount of $5,320., and iincreased appropriations in the amount of $5,320 in the
General Fund 01, Police Department, Special Operations Division, Account No 35-44-00,
for the purchase of two portable mobile phones for use by the Police Department.
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision,
opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full force
and effect.
SECTION 3
That this ordinance shall) be cumulative of Ordinance No 10363 and all other
ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll
this ordinance by copying the caption and effective date into the minutes of the City Council
and by filing this ordinance in the ordinance records of the City of Fort Worth
SECTION 5
This ordinance shall take effect and be in full force and effect from and after the date
of its passage, and it is so ordained.

It is recommended that the City Council
~ 1. Approve $5,320 income from Awarded Assets Fund to be deposited in
General Fund O1, Index Code 055012, Miscellaneous Income, and
2. Adopt the attached supplemental appropriation ordinance increasing
estimated receipts in the General Fund O1, and appropriations in the
General Fund Ol, Police Department, Special Operations Division, Account
No. 35-44-00, from the increased revenue, and
3. Approve the expenditure of $5,320 to purchase two portable mobile phones
and pay the yearly operational cost of these units which will be
utilized by the Fort Worth Police officers assigned to the Drug
Enforcement Administration Task Force. These phones will be used in the
fight against drug trafficking in the City of Fort Worth.

The Special Operations Division of the Fort Worth Police Department has six
narcotic officers and one supervisor assigned to the Drug Enforcement
Administration of the United States Government. These officers conduct
numerous surveillances, undercover investigations, and execute Federal Search
Warrants on a monthly basis. During these operations there is a need to
gather information on businesses, property, individuals, and vehicles. At
the present time all investigations of information are done on the radio
through the Police Information Center or the DEA office. Many times the
radio stays congested with information requests, and it would be more
beneficial ,to k~av;e :readily accessi bl a portabl a phones. Many t i mes the
officers are onf•sur4ve~~llance for hours and need to have an additional source
of communications with other officers and agents..
The following is a ,breakdown of the achievements of the DEA Task Force for
1988-89

Value Narcotics Seized $8,643,888.00
Value Assets Seized $590,800.00
The DEA Task Force, during the period of October 1, 1989, through November
10, 1989, has seized $719,050.00 in U.S. currency.
