HomeMy WebLinkAboutOrdinance 10795APPROPRIATIONS FROM UNDESIGNATED FUND BALANCE AND TRANSFER TO ANOTHER FUND ORDINANCE N0. ~~/ ~~ AN ORDINANCE APPROPRIATING $61,510.00 TO THE GRANT FUND GR76, ALLIANCE TAXIWAY H, CENTER NO. 020218606020 AND DECREASING THE UNRESERVED, UNDESIGNATED FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF GEOTECHNICAL TESTING FOR TAXIWAY H, ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1990-9I and in the Budget of the City Manager, there shall also be increased appropriations in the Grant Fund GR76, Alliance Taxiway H, Center No. 020218606020, in the amount of 561,510.00; thereby decreasing the unreserved, undesignated Fund Balance. by the same amount, for the purpose of Geotechnical testing for Taxiway H, Alliance Airport. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court or competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect . SECTION 3. That this ordinance shall be cumulative of Ordinance No. 10652 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. h '1 ` , ~ ~ n .~ SECTION 4. The City Secretary of the City of Fort worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECTION 5. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Adopt the attached supplemental appropriations ordinance increasing appropriations by $61,510 in General Fund GGO1, Non-Departmental-Airport Transfers Center No. 0909103 and decreasing the unreserved, undesignated fund balance of the General Fund by the same amount; and 2. Approve the transfer of $61,510 from General Fund GGO1, Non-Departmental- Airport Transfers Center No. 0909103 to Grant Fund GR76, Center No. 020218606020, Alliance Taxiway N; and 3. Execute a contract with the firm of Baker-Shiflett, Inc., 5450 E. Loop 820 S., Fort Worth, Texas 76118 providing for geotechncial testing for Taxiway "H" at Alliance Airport in the amount of $61,510. BACKGROUND: On August 8, 1989 (M&C C-11803), the City Council authorized the execution of a contract with American Airlines providing for the construction of Taxiway "H" at Alliance Airport, the total cost of which has been estimated at $5.5 million dollars. Subsequently the City Council authorized consultant contracts for design and for construction management. The initial phase of construction will involve grading the entire length of taxiway along with appropriate drainage improvements, but only about 60 percent of paving will be installed at this time. The testing requirement for subgrade and for paving will be extensive. The firm of Baker-Shiflett, Inc., a Fort Worth firm officed at 5450 E. Loop 820 S, was competitively selected for this project, and has offered to do the required testing on a per job basis not to exceed $61,510. The unit prices proposed by Baker-Shiflett have been compared by staff to those of other area firms and found to be reasonable. Baker-Shiflett has complied with the City's O.B.E. policy FINANCING: Upon approval and completion of recommendations #1 and #2, sufficient funds will be available in the Grant Fund GR76, Center No. 420218606020, Alliance Taxiway H, to provide financing for the geotechnical testing services of Baker-Shiflett. Expenditures will be made from Account No. 531060.
