AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH RANK IN THE POLICE DEPARTMENT; ADDING ONE POSITION AT THE ENTRY LEVEL RANK OF POLICE OFFICER; PROVIDING THAT THIS ORDI- NANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; PROVIDING AN EFFECTIVE DATE. WHEREAS, the Chief of Police has requested the City Council to readjust and thereafter specify the total authorized number of positions at each rank in the Police Department for the remainder of the 1989-1990 Fiscal Year, and WHEREAS, the City's Annual Budget Ordinance, effective October 1, 1989, the most recent ordinance concerning the autho- rized and budgeted positions for the Police Department, adjusted the Department civil service staffing, as follows: Police Officers 653 Corporal/Detectives 171 Sergeants 104 Lieutenants 43 Captains 12 Deputy Chiefs 4 TOTAL 987 WHEREAS, the Fort Worth Independent School District ("FWISD") has recently approved funding to provide payment for the expenses to be incurred in adding one additional police officer to their on-going Police/School Liaison Team Program; and WHEREAS, the FWISD has now requested the Chief of Police to provide one additional police officer for said program with the agreement that the FWISD will thereafter reimburse the City for all costs involved in providing the officer; and WHEREAS, the duties of the officer will be to assist offi- cials of the FWISD with criminal offenses occurring within the public school system. WHEREAS, the Chief of Police now requests the Council to adjust the authorized number of Police Department civil service positions into conformity with the proposed changes as set forth immediately above in order to effect efficiency and economy in operation of the City's municipal services; and WHEREAS, the specification and authorization of the correct number of budgeted civil service positions is now a necessity; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. Effective as of the enactment date of this ordinance, the following positions are the only civil service positions autho- rized in the City of Fort Worth Police Department for the remain- der of the fiscal year 1989-1990: Police Officers* 654 Corporal/Detectives 171 Sergeants 104 Lieutenants 43 Captains 12 Deputy Chiefs 4 TOTAL 988 *Increase of one position. SECTION 2. This ordinance shall be cumulative of all provisions of pre- vious ordinances and of the Code of the City of Fort Worth, Texas 2 (1986), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event conflicting provisions of such ordi- nances and such Code are hereby repealed. The "Mayor and Council Communication" memorandum of October 31, 1A8~_, reference No. x,_8298 , is hereby expressly incorporated herein by reference for further clarification and explanation of the purpose and intent of the Council in their adoption of this ordinance. SECTION 3. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, para- graphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sen- tence, paragraph or section. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the cap- tion and effective date in the minutes of the City Council and by filing the ordinance in the ordinance records of the City. 3 SECTION 5. This ordinance shall take effect and be in full force and effect from and after its passage, and it is so ordained. DISCUSSION: The Police Department's 1989-90 adopted budget includes 987 authorized civil service positions beginning October 1, 1989. In August 1989, The Fort Worth Independent School District Board approved funding for an additional Police/School Liaison Team. The school district in cooperation with the Police Department has a program referred to as the Police/School Liaison Teams. The program began in 1965 with one team and consists of a school advisor and police officer on each team. As disciplinary problems and criminal violence increased in the schools, additional teams were added to the program, until reaching its present level of six Police/School Liaison Teams. The teams respond to calls for assistance from Fort Worth Independent School District principals which may involve disciplinary problems or a criminal offense. If the request for assistance involves a disciplinary problem then it is the responsibility of the school advisor. If the request for assistance involves a criminal offense, then the police officer is responsible. Most calls for assistance involve both disciplinary problems and criminal offenses, in which case both the school advisor and police officer respond and are responsible for their respective areas of jurisdiction.
