Anti ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE SPECIAL TRUST FUND 72, PROJECT 515200-00,
HOMELESS PROGRAM CONTRIBUTIONS, OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1990 BY THE SUM
OF $1,000 AND APPROPRIATING SAID $1,000 TO THE SPECIAL TRUST FUND 72, PROJECT 515200-00,
HOMELESS PROGRAM CONTRIBUTIONS, FOR THE PURPOSE OF PROVIDING SUPPORT ACTIVITIES AND SERVICES
TO MEET THE NEEDS OF THE HOMELESS; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1990 and in the Budget of the City Manager, there shall also be increased estimated receipts in the
Special Trust Fund 72, Project No 515200-00, Homeless Program Contributions, in the amount of
$1,000 and increased appropriations in said amount in the Special Trust Fund 72, Project No
515200-00, Homeless Program Contributions, for the purpose of providing support activities and
services to meet the needs of the homeless.
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall
in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 10363 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this
ordinance by copying the caption and effective date into the minutes of the City Council and by filing this
ordinance in the ordinance records of the City of Fort Worth.
SECTION 5
This ordinance shall take effect acid be in full force and effect from and after the date of its
passage, and it is so ordained.

It is recommended that the City Council
1. Accept and record in the Special Trust Fund 72, Project No. 515200-00,
Homeless Program Contributions, a donation from Empire Federal Savings of
$1,000,
2. Adopt the attached appropriation ordinance increasing estimated receipts
and appropriations by $1,000 in the Special Trust Fund 72, Project No.
515200-00, Homeless Program Contributions, and
3. Authorize the expenditure of the above $1,000 in Special Trust Fund 72,
Project No. 515200-00, Homeless Program Contributions, to support activi-
ties and services to meet the needs of the homeless.
DISCUSSION
Funding and support services are always needed to prevent homelessness and to
address the needs of those who are noa~ homeless. Empire Federal Savings is
an active participant in the task of raising funds for services and programs
for the homeless.
During Pioneer Days (October 23-24, 1989), Empire Federal Savings held a fund
raiser at four of its locations. At these locations, citizens could donate
$2.00 and have their picture taken on a longhorn steer. Through this effort,
Empire Federal Savings was able to raise $1,000. Empire Federal Savings
wishes to contribute this $1,000 to the City to be placed in a Special Trust
Fund for Programs for the Homeless. Such funds and any additional funds to
be contributed would be used to provide for the prevention of homelessness
and/or to support programs and services that meet the needs of the homeless
in the City of Fort Worth.
These funds would be held until the City Council receives and approves a
recommendation regarding a specific use.
FINANCING
Upon completion of Recommendation 1 and adoption of the supplemental appropri-
ation ordinance, sufficient funds will be available in Special Trust Fund 72,
Project No. 515200-00, Homeless Program Contributions.
Revenues will be recorded in Revenue Index Code 087965. Expendi
