AN ORDINANCE APPROPRIATING $12,150.00 TO THE GENERAL FUND O1, MAYOR AND COUNCIL, ACCOUNT NO. 01-00-00, AND DECREASING THE UNRESERVED, UN DESIGNATED FUND BALANCE OF THE GENERAL FUND 01 BY THE SAME AMOUNT FOR PAYMENT OF THE INCREASED COMPENSATION OF CITY COUNCIL MEMBERS FROM $10.00 PER COUNCIL MEMBER PER REGULAR MEETING T 0 $75.00 PER COUNCIL MEMBER PER REGULAR MEETING, BUT NOT TO EXCEED $3,900.00 PER COUNCIL MEMBER PER ANNUM, COMMENCING WITH THE TERM OF OFFICE WHICH BEGAN IN MAY 1989; PROVIDING FOR A SEVERABILIT Y CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 . That in addition to those amounts allocated to the various City departments for the Fiscal Year 1988-89 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund 01, Account No. 01-00-00, Mayor and Council, in the amount of $12, 150.00; thereby decreasi '~'~~ unreserved, undesignated fund balance of the General fund 01 by the same amount for payment of increased compensation of City Council members from $10.00 per Council member per regular meeting to $75.00 per Council member per regular meeting, but not to exceed $3,900.00 per Council member per annum, commencing with the term of office which began in May 1989 . SECT ION 2 . Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, +s, ~~ w ' ~. :. Y r~ ~~ C ~",j r or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 . That this ordinance shall be cumulative of Ordinance No. 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 . The City Secretary of the City of Fort Worth is hereby directed to engross and ,enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECT ION 5. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained . BACKGROUND: On May 6, 1989, Fort Worth voters approved an amendment to Chapter III, Section 3 of the Char r ~ ~ ~i r ~f Fort Worth, Texas, increasing compen- sation of City Council members from $10.00 per Councilmember per regular meet- ing to $75.00 per Councilmember per regular meeting, but not to exceed $3,900.00 per Councilmember per annum, commencing with the term of office which began in May 1989. At the time the 1988-89 budget was formulated in the Spring of 1988, it was not possible to include in the budget any funds for increased compensation because the exact amount to be proposed to the voters had not been determined and, of course, voter approval or disapproval could not be anticipated. FINANCING: Upon adoption of the attached supplemental appropriation ordinance, suffi- cient funds will be available in General Fund 01, Mayor and Council Account No. 01-00-00 for the salary increases.
