i, a a-r ~" ~. is 4.-.~r. ., t ~~-, ORDINANCE NO _LOo7.5~__ ` ~ ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND, FUND O1, INDEX CODE 055012, MISCELLANEOUS INCOME, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1988 BY $9,500.00 AND APPROPRIATING SAID AMOUNT TO THE GENERAL FUND, POLICE DEPARTMENT, CRIMINAL INVESTIGATIONS, ACCOUNT NO 35-41-00, FOR THE PURPOSE OF PURCHASING A COMPUTER SYSTEM FOR USE IN DIAGRAMMING CRIME SCENES, PROVIDING FOR A SEVERABILTTY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1988-89 and in the Budget of the City Manager, there shall also be increased estimated receipts of $9,500 00 in the General Fund, Fund O1, Index Code 055012, Miscellaneous Income, and appropriating said amount thereby increasing appropriations by $9,500 00 for the General Fund, Police Department, Criminal Investigations, Account No 35-41-00 for the purpose of purchasing a computer system to use in diagramming crime scenes SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full f©rce and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. Increase estimated receipts in the General Fund O1 by $9,500 of income earned from restitution payments, sales and auctions, and recoveries of drug-related cash and equipment to be deposited in Index Code 055012, Miscellaneous Income, 2. Adopt the attached supplemental appropriation ordinance increasing, appropriations to the General Fund O1, Police Department Criminal Investigation Account No. 35-41-00 by appropriating $9,500 from the increased estimated receipts to the General Fund, and 3. Authorize the $9,500 to be used to purchase a competitively bid microcomputer system for use by the Crime Scene Search Unit of the Criminal Investigations Division to produce diagrams of crime scenes. DISCUSSION The Police Department will use these funds to purchase microcomputer hardware and specialized software to aid Crime Scene Search Unit investigators in producing detailed crime scene diagrams, the hardware and software will be competitively bid. Currently diagrams for more serious incidents or complex crime scenes have been developed through the use of large poster board and the limited drawing tools that are currently available to the department. While this equipment has allowed the production of passable diagrams of a limited number of incidents, the process is extremely labor intensive, requires an extensive amount of trial-and-error experimentation and on-the-job training in order to produce mediocre products, and limits the use of pictorial diagrams in many cases which would benefit from this type of product. The advent of Computer Aided Drafting (CAD), on personal computers now affords the capability of producing high precision diagrams in a much shorter time than manual drafting, the ability to rapidly revise drawings, and a chance to preview the drawing before printing. A computer software house recently released template software which works with a popular design package and provides ready-made symbols, such as guns, knives, furniture, bodies, etc., which can be placed to scale within a diagram of the crime scene. The use of this software, in conjunction with a laser printer, will allow the production of detai 1 ed diagrams in a wider number of cases, i n less time and with more accuracy, and would allow the production of overhead transparencies for use in courtroom testimony.
