ORDINANCE NO.~asw x 3 s wi'~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE SPECIAL REVENUE FUND, FUND 03, PROJECT 801000-04, WATER GARDENS INFORMATION SERVICE, OF THE CTI'Y OF FORT WORTH FOR THE FISCAL YEAR 1989 BY THE SUM OF $22,500 AND APPROPRIATING SAID $22,500 TO THE SPECIAL REVENUE FUND, FUND 03, PROJECT 801000-04, WATER GARDENS INFORMATION SERVICE, FOR 'fF~ PURPOSE OF FUNDING INFORMATION SERVICE PERSONNEL AT THE FORT WORTH WATER GARDENS, PROVIDING FOR A SEVERABILTTY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BI' THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1989 and in the Budget of the City Manager, there shall also be increased estimated receipts in the Special Revenue Fund, Fund 03, Project No 801000-04, Water Gardens Information Service, by the sum of $22,500 and appropriating said $22,500 to the Special Revenue Fund, Fund 03, Project No 801000-04, Water Gardens Information Service for the purpose of funding information service personnel at the Fort Worth Water Gardens. SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECTION 5. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Accept°a grant of $22,500 from the Amon G. Carter Foundation for the purpose'of funding information service personnel at the Fort Worth Water Gardens., and record receipt of this money in Special Revenue Fund 03, Project No. 801000-04, Water Gardens Information Service, Index Code ~" __ 088542, and 2: Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $22,500 in Special Revenue Fund 03, Project No. 801000-04, Water Gardens Information Service from increased revenues, and 3. Approve expenditure of this $22,500 for the Fort Worth Water Gardens Information Service, and 4. Waive collection of any indirect costs. Discussion The Amon G. Carter Foundation has donated to the Park and Recreation department $22,500 to fund information service personnel at the Fort Worth Water Gardens. The purpose is to provide assistance to visitors, to promote enjoyment of the Water Gardens and to foster a greater appreciation of this unusual municipal asset. The City would have exclusive control of the implementation and management of this service, including but not limited to the selection, training, responsibilities, supervision, retention, and dismissal of the personnel involved as well as the information distributed by them. GRANT%WATER GARDENS r+ The Park`and Recreation Department plans initially to staff the program with employees (one per shift) in blazer uniforms from 3 00 to 11 00 p.m. on ,weekdays .and from 8 00 a.m to 11 00 p.m. on weekends and holidays. Employees would know Water Gardens features, history and rules, and would be able to distribute brochures and guide tours on request. Their training would emphasi~ze.;good public relations and would include emergency procedures. They _,.~~would carry two-way radios and would have access to a telephone at the Water .Gardens. This $22,500 grant is expected to cover the operation during the next six months. The grant covers di.:rect costs of salaries, benefits, uniforms, supplies and equipment. The Amon G. Financing t~ 1, Upon adoption of the suppl emental appropriation ordinance, sufficient funds ~~ will be available in Special Trust Revenue Fund 03, Project No. 801000-04, Fort Worth Water Gardens Information Service, to fund the program described. The expenditure will be made from various personal services, supplies and contractual service index codes.
