AN ORDINANCE. AMENDING SECT IONS 2, 3, 4, 6 AND 7 OF ORDI-
NANCE N0. 7323, AS AMENDED, BY REVISING THE BOUNDARIES OF
SINGLE MEMBER DISTRICT NUMBERS 2, 3, 4, 6 AND 7; MAKING
THIS ORDINANCE CUMULATIVE OF ALL ORDINANCES; REPEALING ALL
ORDINANCES AND PROVISIONS IN CONFLICT HEREWITH; PROVIDING
A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND EN-
ROLLMENT OF THIS ORDINANCE; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1 .
That Section 2 of Ordinance No. 7323, as amended, be and the
same is hereby amended and, after being so amended, shall hereafter
read and. be as follows:
"SECT ION 2 .
"For the purpose of determining the qualifications as to
candidacy, election or appointment of a member to Place No. 2 of the
City Council of the City of Fort Worth, District No. 2 shall be, and
the same is hereby, established and shall comprise all of that
portion of the City located within the following described boundary:

BEGINNING in Western Center Boulevard (Watauga-Smithfield Road
County Road No. 4022) at the intersection of its N orth rig ht-of-way
line with the East right-of- way line of N. Beach Street (County

SECT ION 6 .
This ordinance shall be and is hereby declared to be cumulative
of all other ordinances of the City of Fort Worth defining the bound-
aries of the single member districts therein, and this ordinance
shall not operate to repeal or affect any of such other ordinances
except insofar as the provisions thereof might be inconsistent or in
conflict with the provisions of this ordinance, in which event such
conflicting provisions, if any, in any such other ordinance or ordi-
nances are hereby repealed.

SECTION 7.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared void,
ineffective or unconstitutional by a valid judgment or final decree
of a court of competent jurisdiction, such voidness, ineffectiveness
or unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of this ordi-
nance, since the same would have been enacted by the City Council
without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section.
SECT ION 8 .
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date of same in the minutes of the City Council of the
City of Fort Worth and by filing this ordinance in the ordinance
records of said City.
SECTION 9.
T hat this ordinance shall take effect and be in full force and
effect from and after the date of its passage, and it is so or-
dained.

City Cou°nci 1 elections are scheduled for Saturday, May 6, 1989. In order
for the City of Fort Worth to comply with the Voting Rights Act of 1965,
"~~ information on the nature, scope and potential impact of any boundary changes
"' on the electoral process since the City's last submission must be submitted
,..,..~ to the United States Department of Justice no later than sixty days prior to
the scheduled election. This information must include changes in population,
and the accessibility of the process to all citizens, particular to minority
citizens.
The last revisions to the Single Member District Plan were approved by the
City Council on January 27, 1987 (Ordinance No. 9804) prior to the City
Council calling the regular election for Mayor and City Council Districts 2,
3, 4, 5, 6, 7, 8 and 9. Since the adoption of these revisions, there have
been twenty (20) changes in the City's corporate boundaries. Nineteen (19)
of these changes resulted from annexations while one (1) resulted from a
disannexation. Each of these changes is briefly described below, along with
its impact and the recommendation as to which single-member district each
newly annexed area should be included and from which single-member district
the disannexed area should be deleted.

IMPACT
The impact of these changes in corporate boundaries on City Council elections
is negligible. At the time these annexations occurred, no population was

To date, very little development has occurred in the newly annexed areas,
and, as a result, any changes in their population figures since the time of
annexation are insignificant. No significant changes in minority access to
and influence on election results are anticipated as a result of the
