/~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND, FUND O1,
MISCELLANEOUS REVENUE, INDEX CODE 081034 OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR
1988-89 BY TRANSFERRING THE SUM OF $75,000 FROM THE CAPITAL PROJECTS RESERVE, FUND 10,
PROJECT NO 010001-00, UNSPECIFIED, AND APPROPRIATING SAID $75,000 TO THE GENERAL FUND,
FUND O1, TRANSPORTATION AND PUBLIC WORKS, BUILDING SERVICES, ACCOUNT NO 20-50-01, SAID
FUNDS TO BE USED FOR THE REMOVAL OF ASBESTOS FROM THREE BUILDINGS AND THE REPLACEMENT
OF A TRANSFORMER CONTAINING PCB IN THE ROLLING HILLS GREENHOUSE, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND
ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS•
SECTION 1.
That in addition to those amounts allocated to the various City departments for the
Fiscal Year 1988-89 and in the Budget of the City Manager, .there shall also be increased
estimated receipts in the General Fund, Fund O1, Miscellaneous Revenue, by transferring
the sum of $75,000 from the Capital Reserve Fund, Fund 10, Project No 010001-00,
Unspecified and appropriating said $75,000 to the General Fund, Fund O1, Transportation and
Public Works, Building Services, Account No 20-50-01 of the General Fund, said funds to be
used for the removal of asbestos from three buildings and the replacement of a transformer
containing PCB in the 'Rolling Hills Greenhouse
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision,
opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full
force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 10151 and all other
ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll
this ordinance by copying the caption and effective date into the minutes of the City
Council and by filing this ordinance in the ordinance records of the -City of Fort Worth.
SECTION 5
This ordinance shall take effect and be in full force and effect from and after the
date of its passage, and it is so ordained.

RECOMMENDATION
It is° recommended that the City Council
(1) approve the transfer of funds from Capital Projects Reserve Fund 10,
Unspecified, Project No. 010001-00 to General Fund O1 in the amount of
$75,000 for the removal of asbestos from three buildings listed below
and the replacement of a transformer containing PCB in the Rolling Hills
Greenhouse.
(2) adopt the attached supplemental appropriation ordinance increasing
appropriations in the General Fund O1, Transportation and Public Works
Building Services Account No. 20-50-01 from increased estimated receipts
in the General Fund O1.
BACKGROUND
In the continuing effort to eliminate the hazards of asbestos and
transformers containing PCB from City owned buildings, staff has identified
three facilities for immediate action.
In early November, a small PCB leak occurred in a transformer at the Rolling
Hills Greenhouse. The Environmental Protection Agency inspected the
transformer and directed that it be removed. To remove the transformer,
asbestos covering the piping must also be removed from the facility.
The old concrete structure at Vector Control near Haws Athletic Center is
being used for storage. To prevent any hazard to the users of the facility,
asbestos insulation on the piping must be removed.
Fire Station No. 11 is currently unoccupied. However, tentative plans are in
progress to move personnel into the station. Before this move can be
accomplished, the ceilings containing asbestos must be removed.
The total estimate for correcting these four items is $75,000.
FINANCING
Sufficient funds are available for transfer in Capital Projects Reserve Fund
10, Project No. 010001-00, Unspecified. Upon approval and completion of
Recommendation 2, sufficient funds will be available in General O1,
Transportation and Public Works Account No. 20-50-01. Expenditures will be
made from Index Code 233999. The balance in the Capital Project Reserve Fund
10 after the transfer will be $2,398,637. APPROVED BY
