AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND, FUND O1, POLICE,
DEPARTMENT, SPECIAL OPERATIONS DIVISION, INDEX CODE 055012, IN THE AMOUNT OF $5,000, AND
APPROPRIATING SAID AMOUNT TO THE GENERAL FUND O1, POLICE DEPARTMENT, SPECIAL
OPERATIONS DIVISION, ACCOUNT NO 35-44-00, THEREBY INCREASING APPROPRIATIONS IN THE
GENERAL FUND O1, BY THE SAME AMOUNT FOR THE PURPOSE OF PURCHASING RAID EQUIPMENT FOR
THE NARCOTICS SECTION OF THE POLICE DEPARTMENT, PROVIDING FOR A SEVERABILTTY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the
Fiscal Year 1989 and in the Budget of the City Manager, there shall also be increased
estimated receipts in the General Fund O1, Police Department, Special Operations Division, in
the amount of $5,000, and appropriating said amount to the General Fund O1, Account No 35-
44-00, thereby increasing appropriations in the General Fund O1, by the same amount for
the purpose of purchasing raid equipment for the Narcotics Section of the Police
Department
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision,
opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full
force and effect
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 10151 and all other
ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll
this ordinance by copying the caption and effective date into the minutes of the City
Council and by filing this ordinance in the ordinance records of the City of Fort Worth.
SECTION 5
This ordinance shall take effect and be in full force and effect from and after the
date of its passage, a.nd it is so ordained.

It is recammended that the City Council
1. Increase estimated receipts in the amount of $5,000 earned from restitu-
tion payments, sales and auctions, refunds and recoveries of drug re-
lated cash and equipment, in General Fund Ol, Index Code 055012,
Miscellaneous Income, and
2. Adopt the supplemental appropriation ordinance increasing appropriations
in the General Fund O1, Police Department, Special Operations Division,
35-44~-00, from increased estimated receipts, and
3. Authorize the use of $5,000 to purchase raid equipment (protective clo-
thing) to be utilized in executing narcotic search warrants.

Monies to be appropriated have come from income earned from restitution pay-
ments, sales and auctions, refund and recoveries of drug-related cash and
equipment.
The Narcotics Section of the Fort Worth Police Department is fighting an ever
increasing battle against drug traffic~.ing in our city. The officers working
in this Section executed 138 drug-related search warrants in fiscal year
1987-88. Several of these search warrants were executed on clandestine drug
laboratories operating inside the city limits of Fort Worth. These drug ope-
rations are fairly new in the realm of narcotic investigations ad represent
the most danger to narcotic officers executing lawful search warrants. The
majority of operating clandestine laboratories have large quantities of le-
thal and combustible chemicals present and many times these chemical con-
tainers are open. These chemicals combining with the atmosphere in a con-
fined home, business or shed become extremely hazardous.
The n.ew protective clothing and footwear will enable narcotic officers to
safely execute search warrants on clandestine drug laboratories affording
them as much' protection as possible from chemicals. The protective jumpsuit
will be dark blue in color with identification of Fort Worth Police on the
back. This identification will serve notice to the public, the criminal ele-
ment, and fellow officers as to the identity of those present at a clandes-
tine laboratory. Officers present at a clandestine drug lab will be required
to wear the clothing to keep their skin from being exposed to any chemical s
present. _ __

Each officer in the Narcotics Section would be equipped with one protective
jumpsuit, one pair of protective footwear and one set of webgear for gun and

ammunition. The jumpsuits would be machine washable and will be worn on the
execution of search warrants where the safety of the public and officers
would be readily identifiable.
FINANCING
Sufficient funds are available in the General Fund O1 from deposits of monies
received from restitution payments to the Police Department in the amount of
$5,000 upon the adoption of the above-supplemental appropriation ordinance.
